3. Policy objective
The aim of the EUREKA R&D Grant is to assist SMEs and large undertakings by providing them with financial support to carry out collaborative research and development projects referred to as Eureka Projects 36 with partners from the Eureka network, with an objective to create products, processes and services in areas of advanced technology as well as projects of innovation, research and technological development 37.
In order to benefit from assistance under this scheme, EUREKA Projects have to be either:
1. Innovative Projects: such projects have ready-to-market results, representing a significant advance in their particular sector; or
2. Cluster Projects: such projects are long-term, strategically significant industrial initiatives. They usually have a large number of participants and aim to develop generic technologies of key importance for European competitiveness, such as in Information and Communication Technologies (ICT), energy and biotechnology.
SMEs and large undertakings may benefit from assistance under the EUREKA R&D Grant for costs incurred during the industrial research and experimental development phase of the EUREKA Project. Only costs incurred by undertakings established in Malta may be part-financed.

3. Purpose and objectives of the Programme
There are three sub-programmes plus a fourth transversal sub-programme relating to innovation and capacity building.
The design of Sub-programme 1 "Promoting competitiveness" was subject to selectivity, demand and efficiency principles. Management will ensure permanent performance monitoring and evaluation. Simplification and better adjustment to farming and enterprise activity, as well as their investment and financing needs were also taken into account. As regards selectivity in the allocation of resources, this principle is inherent in the identification of strategic chains of Fruit and Vegetables, Flowers, Olive oil, Wine, Forestry and Quality products.
Sub-programme 2 will focus on support for the maintenance of activities in less favoured and mountain regions, organic farming and integrated production and targeted measures in the forestry sector. The creation of Integrated Territorial Interventions (ITI) aims at ensuring consistency in the application of the different policy instruments on the same territory, according to the central conservation objectives defined.

6. To whom and how the subsidy is provided
(1) The state aid is granted within the present scheme if the beneficiary has adressed a request for state aid, before the start of the execution work of the investment project, and if, the Payment Agency for Rural Development and Fishing (APDRP) has subsequently confirmed in writing, under the condition of more detailed screening, that the project fulfills the eligibility conditions laid down in the scheme;
(2) If the works begin prior to the fulfillment of the conditions laid down at point 1, then the project is not eligible for state aid;
(3) A beneficiary may lodge a second project within the present scheme, provided that the first one has been finalized;

6. To whom and how the subsidy is provided
State aid for investments granted to micro enterprises within the wood products field for:
Capitalizing on wood en products:
Gathering, shaping, sorting and transporting tree s;
Producing lumber, including thin-cut wood;
Drying wood;
Impregnating or chemical treating wood with preservatives and other materials;
Collecting wood chips, sawdust and other fragments of wood;
Packaging and packing wood en products and secondary products;
Producing items for burning by processing the biomass obtained from the primary process of the tree s gathered;
Gathering and processing forest tree s/shrubs from bio -energetic crops.
Capitalizing on non- wood en products by gathering, sorting, packaging and temporary storing, in order to commercialize forest mushrooms, forest fruits and other natural products resulted from the spontaneous forest flora (varnish, resin, balms, vegetable hair, grass, forest seeds, moss, lichen, medicinal plants, flowers and leaves with therapeutic and fragrance qualities).

The objective of the scheme is the granting of aid to facilitate the closure of Petrila, Paroseni and Uricani production units. For each of these production units to be closed, Plans for the Ceasing of Activity have been elaborated, containing the precise dates for ceasing the exploitation activity.
Respectively, the permanent ceasing of coal production is:
- Production Unit – Petrila Colliery: 31 December 2015;
- Production Unit – Uricani Colliery: 31 December 2017;
- Production Unit – Paroseni Colliery: 31 December 2017.
