Draft Commission Implementing Regulation amending Implementing Regulations (EU) No 2015/1295 and No 540/2011 as regards the conditions of approval of the active substance sulfoxaflor: This draft Commission Implementing Regulation provides that the approval conditions of the active substance sulfoxaflor are amended in accordance with Regulation (EC) No 1107/2009 based on the evaluation of confirmatory data as required in Regulation (EU) 2015/1295 of 27 July 2015 approving the active substance sulfoxaflor for use in the EU. Existing authorised plant protection products containing sulfoxaflor will be reviewed in accordance with the restriction set in this act.
This decision however only concerns the placing on the market of this substance. Following restriction of the approval and the consequent expiry of all grace periods for stocks of products, separate legal action will likely be taken on Maximum Residue Levels and a separate notification will be made in accordance with SPS procedures in due time. |

Agriculture | Feeds Regulations, 2022: Feed and livestock…
Feeds Regulations, 2022: Feed and livestock production sectors in Canada and abroad have evolved considerably since the last comprehensive review of the Feeds Regulations, 1983, operating in an environment influenced by several changing factors such as: nutritional awareness, feed manufacturing and distribution, globalization of trade, recognition that feed is an integral component that underpins food production, heightened consumer awareness of food safety, and emergence of new pathogens and disease agents (e.g., bovine spongiform encephalopathy) .
The proposed amendments would repeal and replace the Feeds Regulations, 1983 and are required to establish a feed regulatory framework that includes hazard analysis, preventive controls, traceability, increased record-keeping requirements, and licensing. These changes would better align with international regulatory frameworks and best practices. This would enable the Canadian Food Inspection Agency (CFIA) and regulated sectors to better understand and manage risks that livestock feeds pose to animal health, human health and the environment, and would support proactive practices for managing those risks. |

Draft Twenty-second Ordinance amending the Consumer Goods Ordinance: The Draft Twenty-second Ordinance amending the German Ordinance on Consumer Goods establishes provisions minimising the transfer of mineral oil aromatic hydrocarbons (MOAH) from materials and articles in contact with food (fcm) made from recycled paper and board. (...) In case that testing of MOAH transfer from the recycled paper and board food contact materials and articles is carried out in food simulants, a detection limit of 0.15 mg MOAH/kg simulant applies (due to absence of significant negative matrix effects which are especially relevant as regards MOAH analytics in foodstuffs) . The measure offers the possibility of continuous use of recycled paper and board in fcm while ensuring safety. (...)

Agriculture | The Phytosanitary Conditions (Amendment)…
The Phytosanitary Conditions (Amendment) Regulations 2021:
This instrument amends the retained Commission Implementing Regulation (EU) 2019/2072 ("the Phytosanitary Conditions Regulation") pursuant to the European Union (Withdrawal) Act 2018 and European Union (Withdrawal Agreement Act 2020) . It will introduce measures in England, Scotland and Wales (Great Britain) for certain pests (Neocerambyx raddei and Agrilus bilineatus) against the import of host plants and other relevant regulated goods of Quercus, Castanea, and Castaniopsis from certain countries. Pest Risk Analyses (PRAs), conducted by the European and Mediterranean Plant Protection Organisation (EPPO), have recommended both pests for regulation and suggested the approach that Great Britain are introducing to tackle these risks to biosecurity. Based on these PRAs, these pests were added in January 2021 as provisional quarantine pests (PQPs) in GB legislation (The Plant Health (Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020) (...) Further, a failure to implement the legislation as soon as possible extends the period that Great Britain is exposed to the serious biosecurity threat presented by these two pests as set out in the EPPO PRAs. PH/026 Pest Measures:
This instrument amends the retained Commission Implementing Regulation (EU) 2019/2072 ("the Phytosanitary Conditions Regulation") pursuant to the European Union (Withdrawal) Act 2018 and European Union (Withdrawal Agreement Act 2020) . It will introduce measures in England, Scotland and Wales (Great Britain) against the import of host plants and other relevant regulated goods for certain pests (Prodiplosis longifila, Agrilus fleischeri, Thekopsora minima and Agrilus planipennis) . Imports of these high-risk plant goods will only be permitted under certain conditions e.g. the goods being grown in a pest free area, treated with heat. It will also introduce a prohibition on the import of Polymnia sonchifolia plants from entering Great Britain. Pest Risk Analyses (PRAs), conducted by the European and Mediterranean Plant Protection Organisation (EPPO), have recommended Prodiplosis longifila, Agrilus fleischeri, and Thekopsora minima for regulation and suggested the approach that Great Britain are introducing to tackle these risks to biosecurity. Based on these PRAs, these pests were added in January 2021 as provisional quarantine pests (PQPs) in GB legislation (The Plant Health (Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020) . Pre-notification of Goods detailed in Article 73 of the retained Plant Health Regulation (Regulation (EU) 2016/2031):
his instrument uses a power in the retained Regulation (EU) 2017/625 ("the Official Controls Regulation") to make regulations requiring the pre-notification of goods detailed in Article 73 ("Article 73 goods") of the retained Plant Health Regulation (Regulation (EU) 2016/2031), entering England, Scotland and Wales (Great Britain) . Such a requirement will apply to 1% of imports of Article 73 goods, selected for phytosanitary import checks, from all countries. Please see section 3 for a link to the list of Article 73 goods. This measure will provide information on the movement of these goods, which will allow for better targeting of inspections, to determine whether they present a biosecurity risk. All other regulated plant and plant product commodities need to be pre-notified before arriving in Great Britain. (...) |

Craft Risk Management Standard for Aircraft from All Countries: This Craft Risk Management Standard (CRMS) specifies the requirements needed to manage the biosecurity risks associated with the arrival of aircraft in New Zealand.
Aircraft arriving in New Zealand from origins outside New Zealand have the potential to be vectors for exotic pests, pathogens and unwanted organisms. The Biosecurity Act 1993 (the Act) prescribes requirements for it specifies the biosecurity risk management and information requirements that must be met when aircraft enter New Zealand territory. Upon arrival, verification will be carried out to ensure that these requirements have been met (verification may include inspections) . (...) |

Import Health Standard 155.02.06: Importation of Nursery Stock:
The import health standard schedule contains specific import requirements (phytosanitary measures) for the import of Chrysanthemum morifolium (syn. Dendranthema x grandiflorum) plants for planting into New Zealand from all countries. (...) Chrysanthemum morifolium was identified as a host of the plant pathogen, PSTVd, following a biosecurity risk assessment. Due to the biological characteristics and methods of transmission of PSTVd, urgent measures were put in place to manage the risks associated with this pathogen on C. morifolium plant material. |
