Draft Commission Regulation amending Regulation (EU) 2017/2400 as regards the determination of the CO2 emissions and fuel consumption of medium and heavy lorries and heavy buses and the introduction of electric vehicles and other new technologies: Commission Regulation 2017/2400 of 12 December 2017 on the determination of CO2 emissions and fuel consumption of heavy-duty vehicles introduces a common method and a simulation tool to objectively compare the performance of heavy-duty vehicles. It shall be amended to extend the scope to include the certification of CO2 emissions and fuel consumption for heavy buses, medium lorries and cover new technologies such as hybrids and fully electrical vehicles, dual-fuel vehicles, waste heat recovery and advanced driver assistance systems.

In addition, this Act also contains a number of requests for scope extension from already recognised control bodies, few requests for recognition from new control bodies as well as the withdrawals of several control bodies. |

It also concerns the introduction of information requirements for manufacturers regarding the charging characteristics of the device, and mandates manufacturers to, at least, offer an unbundled version of their electronic devices (meaning to sell the equipment unbundled without the External Power Supply or propose both options bundled and unbundled) . The scope of devices concerned include mobile phones, tablets, headphones, headsets, digital cameras, portable speakers and handheld video game consoles.

Draft Commission Regulation on recycled plastic materials and articles intended to come into contact with foods, and repealing Regulation (EC) No 282/2008: This draft Commission Regulation concerns the placing on the market of plastic materials and articles with recycled/secondary plastic content intended for use in contact with food. It sets out rules for the manufacture thereof, suitable recycling technologies, recycling processes, recycling installations, plastic waste, collection and sorting of plastic input and the decontamination thereof, and the use of the plastic output, quality control, registration of business operators and enforcement, with the purpose to ensure that the recycled content in the final plastic materials and articles intended for contact with food do not cause harm to the consumers of those foods, or change their quality or organoleptic properties. The Regulation repeals Regulation (EC) No 282/2008, which it will replace.

Israel's Free Import Order - Amendment no. 3, 5791-2021: Third amendment to Israel's Free Import Order announced by Israel's Ministry of Economy and Industry. This draft amendment adds to the Order's First Annex a requirement that any import of plastic waste, classified as HS 39.15, shall require an import license from the Industries Administration at the Ministry of Economy and Industry. Approval will be granted in accordance with the standards and processes outlined in the Basel Convention.
In 1989, the State of Israel signed the Basel Convention, which regulates and controls transboundary movements of hazardous wastes and their disposal. In 2019 the Basel Convention had added a few new requirements applying to mixed plastic waste and required monitoring the import and export of these wastes. These requirements had entered into force on January 1, 2021. Israel's amendment is aligned with the new requirements. |
