(3) Detailed description of measure with reference to criteria: The objective of this programme is to support the development of Quebec's organic sector. Financial assistance for eligible projects includes technology adaptation and transfer of expertise to organic farms or to those in the process of conversion; development and improvement of knowledge of farmers and advisors; as well as regional initiatives aimed at solving identified problems.
This component of the programme conforms to the general criteria of paragraph 1 of Annex 2 of the Agreement on Agriculture and the policy-specific criteria under paragraph 2(d) of the General services category. The support is provided through a publicly funded government program not involving transfers from consumers; and does not have the effect of providing price support to producers. Support is for extension and advisory services. Expenditures do not involve direct payments to producers or processors.
