Since the last review, the Government has reformed the organizational and operational structure of the Ministry of Agriculture and Livestock (MAG) to strengthen its role and coordinate its action with that of institutions that perform related functions. As part of this process, new institutions have been established to deal with agricultural and forestry related matters; one of them is the National Agricultural and Forest Biosafety Commission (COMBIO), set up in 2012.

Efforts are being made by a newly established National Land Committee (NLC) to deal with the problem of trespassers on state land, by allowing poor persons who have settled on forest land to remain there and take care of the forest while at the same time preventing trespassers from undertaking illegal logging. In this regard, measures are being taken to more clearly demarcate forest boundaries as well as to improve coordination between the relevant government bodies and officials (the Justice Ministry, the Anti-Money Laundering Office, Police, Army and forestry and park officials).

Prime Minister's Decision on the programme on protection and development of fisheries resources until 2020 (No. 188/QD–TTg of 13 February 2012) sets out several specific objectives related to resource protection, including (for completion by 2015):
-a database on aquatic resources, to make forecasting of resources, fishing grounds, and fishing seasons part of the fisheries management;
-10 marine conservation zones and 19 inland water area conservation zones and, by 2020, to complete the designation of conservation zones and include them in the marine and inland water conservation master plan; and
-to have designated no-fish zones and zones subject to seasonal fishing restrictions.

Noisa and air pollution: the total value estimated on the basis of air pollution abatement costs alone is in the range of 0.5% to 0.6%a of the GDP in the EU. This market value is expected to increase in future and be in the range of €80 billion per year by 2020. According to the authorities, Europe is leading the sector on technologies for noise and air pollution abatement. Figures on materials (such as exhaust systems for cars, materials for noise barriers, filters for industry, aircraft components, etc.), are not known.
