The Government's short-term reform programme also envisages a number of measures to reinforce the institutional framework and enhance competitiveness, such as: establishing a specialized court for commercial disputes; creating an energy sector regulator and paving the way for commercial entry of renewable energy producers; implementing information technology solutions for fully transactional online presence of the public administration and monitoring of government vehicles; and a better targeted social safety net.

Support for the United States' active trade agenda – including for bilateral and regional trade agreements as well as U.S. participation in the WTO – has been built through constant coordination with Congress and extensive outreach to U.S. industry leaders, entrepreneurs, farmers, ranchers, small business owners, workers, state and local government officials, and advocates for labor rights, environmental protection, and public health, among other issues. In September 2014, Fiji joined the Pacific Agreement on Closer Economic Relations (PACER) Plus negotiations as part of its efforts to secure a long-term preferential market. [21]

Policy for the fisheries sector is set out in the Basic Plan for Fisheries which was formulated in 2012 following earlier plans such as the Basic Fisheries Plan of 2002 that was further developed in 2007. The Basic Plan sets out multiple objectives for the sector and fishing communities, based on four axes:
• Reconstruction of damage caused by the Great East Japan Earthquake;
• Sustainable use of resources through resource management and sustainable aquaculture;
• Promotion of consumption based on foods' safety, quality, and promotion; and
• Improved safety and livelihood of fishing communities.

2.34. According to the authorities, the FTA and the Investment Agreement are to enter into force on 1 January 2019 at the earliest for the parties (which must include HKC and at least four ASEAN Member States (AMSs)) that have completed their required procedures. (...)
The FTA covers trade in services with a positive-list approach. HKC has obtained AMS commitments regarding HKC's market access to AMS services, (...) while HKC made commitments in sectors that address the interests of individual AMSs, such as (...) environmental (...) services.

The Angolan Government approved its long-term National Development Strategy, named "Angola 2025", materialized in the National Development Plan 2013-2017 ("Plano Nacional de Desenvolvimento" - PND).
