4.71. The Government's aim is to expand access to electricity to 5% of the population by 2015. A number of initiatives are currently under way:
(a) (...);
(c) implementation of a solar power electrification project, the pilot phase of which is currently being implemented in about 20 localities in the Doba oilfield zone;
(d) launch of an electrification project at five rural sites based on mini solar power plants; the tender is currently in the process of being awarded; and
(e) actions to obtain financing for an interconnection project with Cameroon.

4.76. Approved in 2003, the Water and Sanitation Master Plan (SDEA) forms the operational framework for implementing the Government's water policy. It aims to sustainably improve access to drinking water and sanitation, and to promote rational and fair use of pastoral and agricultural water resources. 4.83. As regards uranium, a special regulatory framework was adopted at the end of 2006 to facilitate exploitation of the Bakouma deposit by URANIM, a privately owned company. This framework also includes the requirement to process radioactive minerals in the country before export, as well as to manage waste and to market radioactive substances in keeping with international standards. In addition to the provisions of the Mining Code, the possession, holding, transport, processing, handling and marketing of mineral substances or radioactive products and all operations relating to them are subject to prior authorization. The relevant procedures are laid down in laws and regulations, in particular the law on radioactive minerals. Such activities are also subject to international rules on radioactive substances.

Many development plans, for example the Master Plan for Tourism Development (PDDT) and the Programme to Support the Development of Community-based Ecotourism (PADEC), are apparently in the process of being adopted. The subsector is still facing difficulties linked to the weakness of the hotel and transport infrastructure. A shortage of skilled labour (tourist guides in particular) further detracts from the country's attractiveness to tourists. Gabon has a hotel capacity of 2,707 rooms in 124 hotels.
