In February 2015, regulations on the prevention of biotechnological risks were endorsed by WAEMU, together with ECOWAS and CILSS. These will apply to any use of modified living organisms and their by products, which might have a negative effect on the environment, especially on biological diversity or human or animal health, with the exception of pharmaceuticals. Within WAEMU, regulations to ban plastic bags and their components were being adopted; similar measures are in place at the national level. National initiatives to ban the import of some products (meat products in particular) within the Union should be noted, particularly in Senegal in the case of poultry, in Mali for beef and poultry, and in Togo for frozen beef, inter alia.

Imports subject to quantitative restrictions are: rice, sugar, animals and animal products, salt, alcoholic beverages and certain ozone depleting substances

A Register of Importers and Exporters of Ozone-Depleting Substances maintained in order to ensure compliance with the international commitments arising from the Montreal Protocol.

The Investment Law also prohibits investments considered detrimental to national defence and security, historical and cultural ethics, Vietnamese traditions and fine customs, and the environment. Investment is conditional in (vi) culture, information, press, and publication; and (vii) surveying, prospecting, exploration and mining of natural resources.

Under the Trade Act, imports of ozone-depleting substances (including equipment containing hydrochlorofluorocarbons (HCFCs) or requiring HCFCs for its continued operation) are prohibited except three types of ozone depleting substance (ODS) gases (HCFC-22, HCFC-141b, and chlorofluorocarbon (CFC)-12); imports of the allowed ODS gases are subject to import quotas. Quotas are administered by the National Ozone Action Unit, and allocated to registered importers on an annual basis. The Trade Act also prohibits imports of motor vehicles with tinted glass.

For environmental services the most notable trade development is the ongoing reform of the legislative framework for concessions in order to ensure more transparency and more competition.

The United States has enhanced work on environment and trade matters across multiple fronts, including seeking to discipline harmful fisheries subsidies and to eliminate barriers to trade in environmental goods and services, including in the clean energy sector, through the WTO as part of the Doha Development Agenda (DDA) negotiations, as well as APEC and the OECD Joint Working Party on Trade and Environment to focus on value-added contributions to ongoing WTO work, and strong analytical research on the interface between trade and clean energy policies
