Antigua and Barbuda enacted the Plant Protection Act of 2012 and the Pesticides and Toxic Chemicals Act of 2008. (…) The Pesticides and Toxic Chemicals Act of 2008 contains the main provisions with respect to the registration, import, sale, transport, disposal, control, and inspection of pesticides. The Act establishes the Pesticides and Toxic Chemicals Control Board (under the Ministry of Agriculture), which is in charge of implementing the Act. The Board is responsible for, inter alia considering applications for registration; granting or revoking licences; approving research permits; and certifying pest-control operators.

The Commission regularly publishes the State Aid Scoreboard which is based on annual reports by the member States under Commission Regulation (EC) No. 794/2004. According to the Scorecard, non-crisis-related state aid in 2013 was €63 billion. The biggest categories were environmental protection, regional development, research, and development and innovation, and the agricultural sector. In addition, €42 billion in aid was provided for rail transport (€19 billion for public service obligations and pensions, and €23 billion for infrastructure and other aid) (Table 3.11).

The authorities consider that the revision of the Investment Catalogue denotes an important effort to comprehensively open up the Chinese economy to foreign investment. According to the information supplied by the authorities, the 2015 Catalogue includes a total of 423 entries, 48 less than the 2011 Catalogue. The authorities also noted that the number of restricted sectors was reduced from 79 in 2011 to 39 in 2015; while the number of encouraged sectors remained mainly unchanged (Box 2.2; Table A2.3; and Table A2.4). The revised Catalogue aims at channelling FDI towards industries that require restructuring through the use of new equipment and new and greener technologies. According to the authorities, the 2015 Catalogue was revised to open the economy mainly in the services sector but also in manufacturing; the revision is intended to promote the use of foreign investment in a more efficient manner.
