The CDC (Council for the Development of Cambodia) must consult and obtain the approval of the Council of Ministers for investment projects with the following characteristics: a) capital investment of US$50 million or more; b) politically sensitive investment with significant impact on the public interest or the environment; c) exploration and exploitation of mineral and natural resources; d) long-term development strategy; and e) build-own-transfer (BOT), build-own-operate-transfer (BOOT), build-own-operate (BOO), or build-lease-transfer (BLT) schemes. On 10 April 2015, the Catalogue for the Guidance of Foreign Investment Industries (2015 Revision) began to be implemented. Compared to the 2011 version, the number of items listed in the restrictive category decreased from 79 to 38, that of items limited to Chinese-foreign equity or contractual joint ventures dropped from 43 to 15, and that of items to be controlled by the Chinese party went down from 44 to 35. This revision of the Catalogue represents the biggest degree of opening up in the six revisions, which reflects the government's further efforts to encourage foreign investment in modern agriculture, high and new technology, advanced manufacturing, energy conservation and environmental protection, new energy, modern service industries and etc., as well as in research and development.

In March 2012, MLIT (Ministry of Land, Infrastructure, Transport and Tourism) established the Ocean Policy Panel to implement the Basic Plan on Ocean Policy of 2008. The Plan and Panel address many aspects of marine policy including exploration and exploitation of minerals, fisheries, and the environment, as well as maritime transport. On maritime transport, the Policy recognises the challenges facing maritime transport in Japan, particularly the decline in the number of Japanese-flagged vessels, the aging of the maritime workforce, and the increasing competition in the region.
