The EU's preferential FTAs go beyond trade in goods. The new generation of EU FTAs cover goods, services, intellectual property, investment, government procurement, access to energy and raw materials, customs and trade facilitation, competition (including subsidies and state-owned enterprises), and regulatory cooperation. They contain commitments on customs duty reduction, access to services markets – to be able to fully take advantage of the tariff engagements, and tools to reduce or eliminate "non-tariff barriers" such as technical regulations or unjustified sanitary barriers. In addition, the EU emphasizes areas which are important in terms of values such as sustainable development and the protection of human rights.

In volume terms, production of coal, iron ore, and petroleum have increased rapidly over the past decade while gold has declined (Table 4.7). In the future, copper production should increase quickly as commercial production at Oyu Tolgoi started in 2013. Various reports indicate that the decline in gold production may be less than official statistics indicate; illegal mining, which avoids royalties and environmental laws, has increased although the State has been making efforts to improve regulation of the sub sector.

Government policy, as set out in the Multi-annual Development Plan 2012-2016, aims to overcome the serious constraints facing the sector in order to achieve food security, food safety, and to become a food supplier to the Caribbean, and to increase the contribution of agriculture to the economy. To meet these goals the Plan calls for improvements in productivity in environmentally sustainable ways, more efficient use of resources , and less seasonally based production. The Plan focuses on the palm oil, rice, fruits and vegetables, banana, floriculture, and livestock subsectors.
