The levy was introduced to have one composite tax applied to telecommunications services. In 2014 the National Urban and Rural Development Council (CONADUR) launched the National Development Plan K'atun, Our Guatemala 2032, which aims to organize and coordinate the activities of the public administration, through the formulation of development policies, plans and fiscal programmes. The strategy was drawn up following wide ranging public private consultation and is based on five priority areas: urban and rural Guatemala; the welfare of the people; prosperity for all men and women; natural resources today and in the future; and the State as guarantor of human rights and the driver of development. The plan has 80 targets, which are to be achieved within a period of 20 years.
