In line with its commitment under the United Nations Convention of Biological Diversity (CBD), Lao PDR's National Biodiversity Strategy and Action Plan (NBSAP) (2016-25), (...) provides broad recommendations to contribute to global, and achieve national, biodiversity targets. The 2016 National Agro-Biodiversity Programme and Action Plan II (NABP II 2015-25) supports three major development goals: achieving food security; reducing poverty; and enhancing government capacity to ensure the sustainable management and use of natural resources. It acts as a framework for a coordinated, multi-sector approach to better manage, utilize and conserve agro-biodiversity in order to support the three aforementioned goals. It is to improve the conservation and utilization of agro bio diversity (ABD), which is to be measured through five indicators: national on-farm genetic diversity, ABD-related green value chains, increasing the export of ABD products, increasing the use of endemic plant and animal genetic materials in national breeding programmes, and breeding climate resilient crop/animal varieties.

(…) Under the Forestry law (see below) forests are classified into three categories: protection forests; conservation forests; and production forests. [75] (...) There are 139 protected forests, covering 7.99 million ha, of which: 49 are national protected areas (7.48 million ha); 5 are provincial protected areas (141,633 ha); and 85 are district protected areas (366,838 ha). In addition, there are 176 conservation areas, covering 4.89 million ha, of which: 24 are national conservation areas (3.77 million ha); 59 are provincial conservation areas (626,499 ha); and 93 are district conservation areas (420,678 ha).

During the review period, the 8th NSEDP, the 2005 National Forest Strategy to the Year 2020, and the (Intended) Nationally Determined Contributions (NDCs) set the policy framework and several targets in this area, including the commitment to increase forest cover to 70% by 2020 through sustainable forest management, and reforestation and afforestation measures. (...) The 8th NSEDP is, inter alia, aimed at continuing to focus on sustainable recovery, effective management, forest development, and forest and forest resource protection, to ensure that Lao PDR is green and sustainably developed. The Plan also refers to improvements in the reducing emissions from deforestation and degradation (REDD+) mechanism, by preparing readiness for carbon credit trading in 2020 as well as the improvement of the Forest and Forest Resources Development Fund, in place since 2005.

The Forestry Law was last amended in 2007 to strengthen the sustainable management of forests, and, in the same year, the Wildlife Law was also enacted to provide a stronger legal framework for biodiversity conservation. The Forestry Law lays out measures and regulations for the sustainable management, conservation, development, use and inspection of forest resources and forest land.
