2.3. The Council of Ministers (or Cabinet) is headed by the Prime Minister. It assists the King in the implementation of Bahrain's general policy. To this end, it submits recommendations to the King on economic, political, social, environmental, (...) administrative matters of concern to the Government, and proposes draft laws and decrees for his approval. The authorities also seek to direct investments towards technologies that reduce carbon emissions, minimize pollution, and promote the sourcing of more sustainable energy, in accordance with the Kingdom's strategic document.
