4.40. The electricity system is relatively small and heavily dependent on a few hydropower generation facilities. (...) The system is very vulnerable, affected both by the water level in the Toktogul Reservoir and by breakdowns or disruptions in key plants. The possibility of exporting electricity depends upon several factors, including the flow of the Naryn river and the volume of the water in the Toktogul Reservoir. During the high-water period, the Kyrgyz power system produces electricity in enough volume to cover internal needs and to export electricity to neighbouring power systems.
