2.9. (...) the amendments clarify the purpose and principles of the use of natural resources, a key political question in mineral-resource-rich Mongolia. Natural resources are defined as the public property of the State, rather than the property of the State, which emphasizes that the policies on natural resources should be defined by Parliament, the representatives of the people, to benefit the public interest. According to the amendments, state policy on the use of natural resources is based on the consideration of long-term development, safeguarding for both present and future generations the right to a healthy and safe environment, and delivering the benefits of natural resources in an equal and just manner through the National Resources Fund, which was incorporated in the Constitution. The law will regulate the basis on which to allocate to the people a major part of the social and economic benefits from strategic mineral deposits. In order to safeguard their right to a healthy and safe environment, citizens are entitled to be informed of the effects of using natural resources.
