The Cooperation Council for the Arab States of the Gulf Technical Regulation for " Recycled Plastic Materials and Articles Intended to Come Into Contact with Food"
This draft technical regulation is concerned with manufacturing process for recycled plastic materials and articles intended for use in contact with food.

The proposed Regulations would prohibit the manufacture, import, sale or offer for sale of toiletries that contain plastic microbeads including non-prescription drugs and natural health products, with the aim of environment protection

The Toys Regulations under the Canada Consumer Product Safety Act (CCPSA) have been amended to clarify existing requirements, update test methods and delete redundancies or obsolete requirements. Specifically:

• section 27 (prohibition of certain toxic substances in the plastic material in toys for children less than three years of age), Schedule 2 (performance criteria and test methods related to the acute toxicity of substances and stuffing materials in toys) and Schedule 3 (performance criteria and test methods related to irritation, corrosion or sensitization of substances and stuffing materials in toys) have been modified

Draft Commission Regulation amending Annex XVII to Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) as regards bis(pentabromophenyl)ether (5 pages + Annex 2 pages, in English)

Exemptions are proposed for the production and placing on the market of aircraft; for the production and placing on the market of spare parts for aircraft, motor vehicles within the scope of Directive 2007/46/EC, agricultural and forestry vehicles within the scope of Regulation (EU) No 167/2013 and machinery within the scope of Directive 2006/42/EC; articles placed on the market for the first time before the date of application of the Regulation; and electrical and electronic equipment within the scope of Directive 2011/65/EC.

This draft Commission Regulation applies to electronic displays to be placed on the EU market and in particular to televisions and computer monitors.

The draft regulation lays down minimum energy performance requirements and in particular the requirements on maximum power demand in on, standby, network standby and off modes and automatic power down function.

The draft regulation also lays down requirements on resource efficiency-related aspects, including design to enhance extraction of key components, marking of plastic parts and a mercury presence logo.

In accordance with the Ecodesign Directive 2009/125/EC, electronic displays not meeting these requirements will not be allowed to be placed on the EU market. The draft Regulation is based on the findings of a technical, environmental and economic study which has been carried out with stakeholders.

The notified Decree defines the conditions for the implementation of the legislative provisions of the Environmental Code that seek to ban the provision of disposable plastic bags, with the exception, for bags other than carrier bags, of compostable bags that may be disposed of with household composting waste and which are entirely or partially composed of biosourced materials. To this end, it establishes the methods of application of point II of Article L. 541-10-5 of the Environmental Code and, in particular, the definition and characteristics of disposable plastic bags, carrier bags and compostable bags that may be disposed of with household composting waste , as well as the expected composition of " biosourced " plastic bags. Lastly, it specifies the information that must be displayed on plastic bags to inform the consumer of their composition and use.

Decree prohibiting the placing on the market of cotton buds for domestic use that have a plastic stem, in accordance with the second paragraph of point III of Article L.541-10-5 of the Environmental Code

This Decree defines the conditions for the implementation of the legislative provisions of the Environmental Code that seek to prohibit, from 1 January 2020, the placing on the market of cotton buds for domestic use that have a plastic stem, with the exception of the devices defined in Articles L.5211-1 and L.5221-1 of the Public Health Code. In this context, it sets out the implementation procedures for the second paragraph of point III of Article L.541-10-5 of the Environmental Code and, in particular, the definitions and characteristics of these cotton buds.

This regulatory provision is issued pursuant to a legislative provision aimed at reducing the production of plastic marine litter and therefore contributes to achieving the good environmental status of marine waters to which France is committed under its international and European obligations (Marine Strategy Framework Directive (MSFD) - Directive 2008/56/EC of the European Parliament and of the Council of 17 June 2008) . Marine litter is one of the 11 descriptors for determining the good environmental status of marine waters defined in the MSFD.

Furthermore, litter on beaches is a common indicator for monitoring the quality of the marine environment in the context of the OSPAR Convention (for the protection of the north-east Atlantic) . The plastic stems of cotton buds are among the 10 litter items most commonly found on beaches (source: beach clean ing associations), as they are not stopped by water treatment plants. These stems therefore constitute a source of pollution against which France wishes to fight in order to achieve the objective of good environmental status of marine waters by 2020. The draft regulation is therefore necessary.

Decree prohibiting the placing on the market of rinse-off cosmetic products for exfoliation or clean sing that contain solid plastic particles, in accordance with the third paragraph of point III of Article L. 541-10-5 of the Environmental Code)

The notified Decree defines the conditions for the implementation of the legislative provisions of the Environmental Code that seek to prohibit, as from 1 January 2018, the placing on the market of rinse-off cosmetic products for exfoliation or clean sing that contain solid plastic particles, with the exception of particles of natural origin not liable to persist in, or release active chemical or biological ingredients into, the environment or to affect animal food chains.

The Environment Protection (Banning of Plastic Bags) Regulations 2015 bans the import, manufacture, sale or supply of a plastic bag. The regulations apply to plastic bags designed for carrying, with or without handles or gussets, and irrespective of their size or type.

To cater for essential uses, a list of plastic bags has been exempted. It is mandatory for all manufacturers and importers of exempted plastic bags to register with the Director of Environment.
