3.83. The list of goods subject to an export licence or permit comprises 16 product categories and is based mostly on human health, security, or environmental concerns (Table A3.4). Most of these product categories require both an import and export permit, except for three that require only an export permit. Several legal acts, in particular as they relate to Sanitary and Phytosanitary (SPS) border measures, contain other provisions that are relevant to the implementation of the SPS Agreement or international norms. In addition, a number of technical regulations (Section 3.3.2) have been issued that require certificates, inspection, or additional import procedures for products that may contain certain pests, diseases, contaminants, or residues. [157] For example, technical regulations on rules for combating Anoplophora chinensis (Forster) in Chinese Citrus, on the traceability and labelling of genetically modified organisms and the approval of the traceability of food/animal feed produced from genetically modified organisms (...). 3.152. The Ministry of Environmental Protection and Agriculture (MEPA) has been notified to the World Trade Organization (WTO) as Georgia's National Notification Authority. (...) Georgia made only one Sanitary and Phytosanitary (SPS) notification to the WTO SPS Committee during the review period, in 2015, with respect to Living Modified Organisms. The authorities indicate that capacity constraints prevented them from making notifications, and they are actively working to overcome the existing challenges in order to submit information to the WTO.

4.11. The Ministry of Environmental Protection and Agriculture (MEPA) is Georgia's main government agency responsible for agricultural policy; in 2018 it was formed when the Ministry of Agriculture and the Ministry of Environmental Protection and Natural Resources were merged. Its governance covers the management and promotion of development in the fields of environmental protection, agriculture, and rural development. A number of subsidiary agencies, such as the National Food Agency, the National Wine Agency, and the Rural Development Agency, are established underneath it to carry out specific functions.
