4.14. Fishers must apply for a fishing licence annually from the Fisheries Division in the Ministry of Agriculture, Forestry, Fisheries, Rural Transformation, Industry and Labour. Fishing quotas are set. The licence specifies the catch amount for each vessel. According to the authorities, around 95% of the annual fishing quota is used. The Fisheries Division uses a vessel monitoring system (VMS) to monitor the fishing fleet's activities, and makes random inspections of a vessel's licensed activities. In 2017, Saint Vincent and the Grenadines established a Task Force against Illegal, Unregulated and Underreported (IUU) fishing.

4.56. The Ministry of Tourism, Civil Aviation, Sustainable Development and Culture is the policy maker for the tourism sector. The Product Development Unit under the Ministry facilities the development of products. The Saint Vincent and the Grenadines Tourism Authority is the sector's regulator, with the responsibility of promoting the country as a tourist destination, developing standards , and regulating the quality of the local tourism service providers.

1.4. The Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu recognizes climate change as a critical policy issue. Consequently, comprehensive policies addressing climate change were formulated during the review period with an aim to reach the target of net-zero emissions by 2050. It also actively engages in dialogues with other Members on environmental sustainability issues in international organizations such as the World Trade Organization (WTO) and the Asia-Pacific Economic Cooperation (APEC).
