Act on the Promotion of Saving and Recycling of Resources

The draft technical regulation that will be included in the 2018 European legislation introduces:

- a ban on the production and marketing on national territory of cotton buds made of plastic or of any non- biodegradable and non-compostable material, pursuant to Standard UNI EN 13432 (Article 180, paragraph 1h of Legislative Decree No 152 of 2006);

- a ban on the marketing of exfoliating rinse-off cosmetic products or detergents containing microplastics. This ban will apply from 1 January 2020 (Article 180, paragraph 1i of Legislative Decree No 152 of 2006) .

The regulations in question are adopted and certain amendments made to Article 180 of Legislative Decree No 152 of 3 April 2006 on the prevention of waste production. New articles are also added, namely Article 261-ter ‘Infringement of the ban on the marketing of cotton buds made of plastic or of other non- biodegradable and non-compostable materials’ and Article 261-quater ‘Infringement of the ban on the marketing of cosmetics containing microplastics

Decree banning the importation, manufacture, marketing and use of plastic bags and other plastic packaging

National Technical Regulation (TR) to phase out import, sale or distribution of non-degradable plastic products. The proposed TR sets all the requirements in terms of specifications, licences, labeling scheme, economic operators obligations, and other requirements for the products subject to TR, namely degradable, biodegradable and oxo degradable single-use plastic products.

The draft regulation lays down minimum energy performance requirements, in particular on maximum power demand in on-, standby-, network standby- and off-mode for Electronic displays. No maximum power demand requirements in on-mode are laid down for signage displays.The draft regulation also lays down requirements on resource efficiency-related aspects, including design to enhance extraction of key components, marking of plastic parts and a logo for the presence of mercury or cadmium. (In accordance with the Ecodesign Directive 2009/125/EC)

Proposal: Mandatory phase out of sale or distribution of single-use plastic shopping bags. The proposal sets out environmental and social impacts of single-use plastic bags, including overseas experience, and options for New Zealand.
What would be covered: A 'single-use plastic shopping bag' (...).
Who and when would be covered: Any person or entity (technically, any natural person or legal person) selling or distributing these bags, when the bags are sold or distributed for the purpose of carrying sold goods.

MEECC is developing a long term strategy to eliminate plastic items in the Environment. The first step was to restrict in July 2017 the sale, manufacturing and importation of some plastic items such as plastic bags, Styrofoam boxes and some plastic utensils. Part of the plastic strategy was to implement this restriction in phases and as a result encourage the sale and use of biodegradable items. Therefore, to slowly remove plastic items in the environment , the Ministry of Environment , Energy and Climate is imposing a restriction on the importation, manufacturing and sales of single use plastic straws.

This Draft Uganda Standard specifies requirements for solvent-based paint removers. The paint removers are intended for general use on painted, varnished or lacquered on metal and other appropriate surfaces. Paint removers complying with this standard are considered not for use on items where attack on metals, caused by reaction between the metal and the paint remover, is regarded as critical. A number of plastic and wooden surfaces may also be seriously affected by constituents of these paint removers.

8. Ban on import of plastic bags, including non-woven polypropylene bags.

However, the import or manufacture of biodegradable and compostable plastic bags has to be in conformity with standards prescribed in the Third Schedule of the Regulations
