27. Albania is a significant producer of hydropower, accounting for nearly all of its energy production. (...) SOEs continue to dominate generation (alongside private hydropower producers), transmission, and distribution. In volume terms, Albania was a net exporter of electricity in 2018 and 2021, although it remained a net importer in value terms in both years due to price effects, as Albania exports hydroelectricity at low prices in winter and imports electricity at high prices in summer.
