The Foreign Trade Policy 2015-2020 (...): The category of imports under the current Foreign Trade Policy consists of: (i) prohibited items, import of which are normally not allowed; (ii) restricted items, imports of which are allowed against an authorisation or in accordance with a public notice which indicates the conditions under which the items can be imported; (iii) those under state trading enterprises (STE) policy, the imports of which are permitted only through the designated STEs; and (iv) those which can be freely imported.
Environment related objective
The restrictions on imports are maintained on grounds as notified in Paragraph 2.07 of Foreign Trade Policies and include protection of (...) the environment.
Measure description Coverage of the measure
The Foreign Trade Policy 2015-2020 (...): The category of imports under the current Foreign Trade Policy consists of: (i) prohibited items, import of which are normally not allowed; (ii) restricted items, imports of which are allowed against an authorisation or in accordance with a public notice which indicates the conditions under which the items can be imported; (iii) those under state trading enterprises (STE) policy, the imports of which are permitted only through the designated STEs; and (iv) those which can be freely imported.
Live animals, including fish, planting material (seeds), stones, metal waste, radioactive material, ozone depleting substances, plastic waste, certain new pneumatic tyres, sandalwood (...) and items covered under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

11. Hazardous Wastes: Imports of waste classified as plastic waste, hazardous waste, or waste coming from households under the Imports and Exports (Restrictions) Prohibition Order (No. 2) 2004 require consent from the Environmental Protection Authority. Consent is obtained through meeting the requirements of the Order and where proposed imports are in conformity with New Zealand's obligations under the Basel Convention, the Waigani Convention and the OECD Decision C(2001)107/Final on the Control of Transboundary Movements of Wastes Destined for Recovery Operations.

To ensure environmentally sound and efficient management of hazardous wastes and that transboundary movements are conducted in a manner which will protect human health and the environmental against the adverse effects which may result; To comply with New Zealand’s obligations under the Basel Convention, the Waigani Convention and OECD Decision.

11. Hazardous Wastes: Imports of waste classified as plastic waste, hazardous waste, or waste coming from households under the Imports and Exports (Restrictions) Prohibition Order (No. 2) 2004 require consent from the Environmental Protection Authority. Consent is obtained through meeting the requirements of the Order and where proposed imports are in conformity with New Zealand's obligations under the Basel Convention, the Waigani Convention and the OECD Decision C(2001)107/Final on the Control of Transboundary Movements of Wastes Destined for Recovery Operations.

Plastic waste, hazardous waste, or waste coming from households; applies to goods originating in and coming from countries who are Parties to the Basel Convention, the Waigani Convention or the OECD Decision. Imports from non-Parties are prohibited.

5.3 Recyclable materials containing hazardous substances: Importation clearance is required for the importation of recyclable materials containing hazardous substances to prevent the entry, and/or transit, as well as keeping for storage and disposal of hazardous waste into the country to protect the environment. It serves as a stop gap measure to support the recycling industry in the Philippines. The importation clearance is only issued to registered importer in the DENR through its Environmental Management Bureau-Central Office (EMB-CO).

To prevent the entry, and/or transit, as well as keeping for storage and disposal of hazardous waste into the country to protect the environment. To implement the provision of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal.
Measure description Coverage of the measure
5.3 Recyclable materials containing hazardous substances: Importation clearance is required for the importation of recyclable materials containing hazardous substances to prevent the entry, and/or transit, as well as keeping for storage and disposal of hazardous waste into the country to protect the environment. It serves as a stop gap measure to support the recycling industry in the Philippines. The importation clearance is only issued to registered importer in the DENR through its Environmental Management Bureau-Central Office (EMB-CO).

Permits are required for scrap metals, solid plastic materials (waste parings and scrap of plastics, polymerized or co-polymerized, resins of condensation products), electronic assemblies and scrap, used oil, fly ash. Applies to recyclable materials containing hazardous substances.
