Traders importing or exporting products regulated by the Foreign Trade Law and other specific laws must obtain prior authorisation in the form of a license. Import and export licensing is used mainly for health, safety, environmental and security reasons, and also (in the case of equipment or raw materials used in the manufacture of optical discs) for preventing infringement of intellectual property rights.

As in the previous Review, Macao SAR has no instrument protecting domestic producers from entry of dumped or subsidized products, and there is no legislation on safeguards.

Import licences are granted, in general, within three working days if "ordinary" criteria are met; if refused, the reasons for refusal must be given to the applicants who have the right to appeal. Licences for importation of endangered species; of animals and plants require at least three working days. For importation of motor vehicles, specimens listed in CITES , and ozone -depleting substances, prior comments/approval from relevant authorities must be sought before submitting applications to the MES for import licences. Import licences are valid for 30 days from issuance, and may not be extended. Import licences are not transferable among importers. 48
