Air transport: The necessary legislation for bringing aviation into the EU ETS was proposed by the European Commission in 2006 and adopted by the 27 member States and the European Parliament in 2008 (Directive 2008/101/EC amending Directive 2003/87/EC) so as to include aviation activities in the scheme for green house-gas- emission -allowance trading within the Community. Incoming flights can be exempted from the EU ETS if the EU recognizes that the country of origin is taking measures to limit aviation emissions from departing flights

Maritime transport: In 2012, the Commission carried out an exhaustive stakeholders' consultation exercise for the review of the EU ports' policy. The results of the extended impact assessment and the Commission's proposal for action in this field will be presented to the European Parliament and Council before summer 2013. The main objectives of the review are the modernization and full integration of ports in the Trans-European Transport Network (TEN-T), achieving an attractive framework for investment and jobs in ports and ensuring the trade facilitation role of ports in the context of the economic recovery process. The Commission is also actively pursuing the provision of infrastructure for clean fuels in ports.

Maritime transport: Green house gas emissions: the Commission is preparing a legislative proposal for a monitoring, reporting and verification system as a first step in addressing green house gas emissions from shipping. Discussions about further global measures are on-going at IMO level, including as regards intermediary steps to quickly deliver emissions reductions, such as energy efficiency measures for existing ships.

Road transport: Weight and dimensions of vehicles: a review of current rules (40 or 44 tonnes when carrying a container for combined transport operations + specific member-State-level exceptions for heavier and longer vehicles to carry out specific tasks) has been announced. The European Commission is due to submit proposals in 2013 to adapt maximum dimensions of vehicles, taking into account factors like better aerodynamic performance, fuel consumption, emissions and the use of electric trucks with heavy batteries. The Commission will also consider the potential of new technology, and the promotion of intermodality for freight transport.

To date, of 456 WTO disputes, Brazil participated in 114 – 26 as complainant, 14 as respondent and 74 as a third party. Most of the cases dealt with issues that are at the core of the multilateral trading system, such as: the protection of the environment (Brazil – Tyres) and public health (EU – Generic Drugs); granting of subsidies both to industrial (Canada – Aircraft) and agricultural goods (EU – Sugar and US - Upland Cotton) and the application of trade restrictive measures by developed countries (US - Orange Juice).

The movement towards electronic procedures for filing documents and fulfilling taxn obligations continued apace. Implementation of the Public System of Digital Bookkeeping (SPED)started in 2007. Among the instruments developed under the SPED, there is the DigitalBookkeeping, which aims to replace paper bookkeeping, and the Electronic Invoice Project (NF-e),which aims to replace paper invoices. By the end of 2012, more than 6 billion electronic invoices had already been issued.The main benefits of these measures for the taxpayer are cost reduction, the simplification and rationalization of tax compliance and reduced paper consumption, as well as standardization of information and preservation of the environment.
