Licensing is used by the Kyrgyz Republic as a trade policy instrument in order to protect national security, comply with international obligations, maintain public law and order, protect the financial position and balance of payments of the country, and protect life and health of plants, animals, humans, and the environment. While many of the laws or resolutions that form the legal framework for import licensing are more than 10 years old, there have been many amendments and updates in recent years (Table 3.12). For example the Law on Licensing was amended 16 times during the period under review.

Import licensing: Hazardous waste product under the operation of Ministry of Health, State Agency on Environmental Protection and forestry to Protect the environment.

Import licensing: Ozone depleting substances as listed in the Vienna Convention on the protection of the ozone layer and the Montreal Protocol on substances that deplete the ozone layer under State Agency on Environmental Protection and forestry.

The Kyrgyz Republic prohibits certain goods from being imported, sometimes under international obligations such as the Montreal Protocol. Some items are prohibited only under the simplified import procedures

The following laws of the Kyrgyz Republic were adopted: "On Protection of Ozone Layer" on 18 December 2006, No. 206 "On Ratification of Stockholm Convention on Persistent Organic Pollutants " signed by the Kyrgyz Republic on 16 May 2002 adopted on 22 May 2011, No. 114 "On the State Regulation and Policy for Emission of Green house Gases" on 25 May 2007, No. 71 "On Introducing Amendments and Additions into the KR Law "On Environmental Protection" of 4 February 2002, No. 22, the Law on joining to the "Convention on International Trade in Endangered species;  of Wild Fauna and Flora " (CITES), signed on 3 March 1973 in Washington City, adopted on 30 November 2006, No. 192.

 On 11 August 2008, the Law of the KR No. 200 "On Charges for Use of Flora and Fauna Items" was adopted.
