Relevant information
3.177. In addition, labelling and other marking requirements may apply to certain non-food products, regardless of whether they are subject to the CE [conformité européenne] mark. These requirements apply equally to both imported and locally produced goods based on health, safety, or environmental considerations, and include energy rating labels, safety labels for toys and chemicals substances, and markings for waste from electrical and electronic equipment (WEEE) for electrical appliances. Labelling requirements also apply to textiles, footwear, and cosmetics. Since July 2021, plastic cups and certain sanitary and tobacco products are also subject to a single-use plastic marking based on waste management and environmental grounds.

3.46. In accordance with the common framework adopted by the CEMAC member countries, Gabon regulates the introduction into its customs territory of products containing ozone depleting substances (ODS) and equipment powered by ODS. It also applies the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, and the Chemical Weapons Convention. Implementation of the Stockholm Convention on Persistent Organic Pollutants is under way. Gabon ratified the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal on 6 June 2008. The import of non recyclable plastics is also banned, except with special authorization, by Order No. 1489/MECIT/CAB of 16 June 2010. This Order seeks to preserve the environment and protect the population. [34]

5.19. Revenue generated through environmental levies is ploughed into National Waste Management and recycling, biodiversity, and ecosystem management and ultimately the reduction of carbon emission to the atmosphere by industry and automobiles. Environmental levy is charged at importation of plastic carrier bags, disposable batteries, car and truck batteries, electric filament lamps, new, used or retreaded pneumatic tyres and second-hand vehicles.

5.20. New Environmental Levy items are introduced under Schedule 1 to Customs and Excise Act, 1998 (Act No. 20 of 1998) on the importation of Lubricant oils, Plastic carrier bags and disposable batteries including car/truck batteries. These levies are as follows:
a) a levy on Lubricant oil of NAD 1.80 per litre; and
b) an environmental levy of 5% of the cost of battery cells.

3.24. In 2016, Namibia introduced environmental levies on a range of products, whether imported or produced domestically. In 2019, additional products were subject to the environmental levies through Government Notice No. 226 (Amendment to Schedule No. 1 of Customs and Excise Act, 1998):
• "Environmental levy on CO2 emissions" - Specific levies apply on new and used motor vehicles at NAD 40-NAD 45 per gramme of CO2 emissions exceeding 120-140 g/km;
• "Specific environmental duties" - Specific levies apply on plastic carrier bags; disposable batteries, car and truck batteries; electric filament lamps; new, used, or re-treaded pneumatic tyres; and second-hand vehicles;
• "Fuel levies" - Specific levies apply to petroleum products, including bio-diesel (Section 4.3.2).
