4.4. During the review period, the Republic of Moldova was not only a beneficiary of the MTS processes, but actively participated and took action to strengthen the commitment to the liberalization of international trade under the umbrella of WTO agreements, with a view to making more efficient and responsive the organization. In this context, Moldova has supported the initiation and participation in all joint initiatives on: E-commerce, Investment Facilitation for Development, Informal group of Micro, Small and Medium-sized Enterprises (MSMEs), Services Domestic Regulation, Fossil Fuels Subsidies Reform initiative, Trade and Environmental Sustainability for Development, as well as (...).

2.13. In December 2018, the Parliament approved a new development strategy, Moldova 2030, replacing the Moldova 2020 strategy in place at the time of the previous Review. 3.46. Effective 26 January 2018, the Environmental Pollution Levy is no longer collected at the border. Instead, the Levy is charged inland when the transaction occurs. The authorities state that the new collection mechanism is operating in a fairer manner, providing an equal treatment to imports and domestic products. The Environmental Pollution Levy concerns packaging materials, electric/electronic products, chemical and petrochemical products (e.g. fuels, fertilizers, lubricants, and pesticides), and motor vehicles [23]. [23] Products (together with their HS headings) subject to the Environmental Pollution Levy are listed in Annex 8 to Law No. 1540/1998 on Environmental Pollution Levy.
