The Resolution of the Cabinet of Ministers of Ukraine "On Approving the List of goods export and import of which is subject to licensing and quotas for 2022" No. 1424 of 29 December 2021: The Resolution of the Cabinet of Ministers of Ukraine "On Approving the List of goods export and import of which is subject to licensing and quotas for 2022" No 1424 of 29 December 2021 approves the list of goods that are subject to import licensing in 2022. The Resolution specifies goods falling under the system of non-automatic licensing and administrative bodies responsible for issuing of approvals to obtain a license for importation of particular categories of goods under this system of licensing. The Regulation specifies namely:
— list of controlled substances ( ozone -depleting substances and fluorinated greenhouse gases), import of which is subject to licensing, — list of goods and equipment that may contain controlled substances ( ozone -depleting substances and fluorinated greenhouse gases, the import of which is subject to licensing (except for goods and equipment transported in containers with personal belongings)), — list of goods, imported from Republic of North Macedonia, subject to licensing within the tariff quota established pursuant to the Free Trade Agreement between Ukraine and Republic of Macedonia of 18 January 2001, such as lamb, dried vegetables, confectionery, chocolate, etc. Ministry of Economy of Ukraine considers licenses applications and its issues. The Ministry obtains prior approval of importation of controlled substances as well as goods and equipment that can contain controlled substances (ozone -depleting substances and fluorinated greenhouse gases) from the Ministry for Protection of Environment and Natural Resources in the order of interagency exchange of information. |

Earthworm Permits: Beginning 1 October 2022, the U.S. Department of Agriculture, Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) will require all stakeholders who import earthworm species into the United States to request and obtain a PPQ 526 pest permit and to comply with rearing and shipping requirements. Earthworms ingest soil that may contain animal and plant pathogens that could be transported inside the worms, putting U.S. animals and plants at risk. In addition, APHIS considers some exotic earthworms plant pests because they disrupt the soil and may cause undesirable impacts on plant growth and diversity . As notified in G/LIC/N/3/USA/18 , and outlined in paragraph 1.1 of the notification, import permits are required for the importation of most plants and some plant products, to protect against the introduction of pests and diseases. Permits are also required for the import, export or re-export of terrestrial plants that are on the endangered species list. Permits are only issued to a firm or individual resident in the United States. PPQ form 526 is already required for plant pests, biocontrol agents, and Federal Noxious Weeds. Earthworms are being added to the list of plant pests and pathogens and host materials requiring a permit.
