Law on Environmental Protection and Natural Resource Management: This law aims to protect and promote environmental quality and public health through the prevention, reduction, and control of pollution; to assess the environmental impact of all proposed projects prior to the issuance of a decision by the Royal Government; to ensure the rational and sustainable conservation, development, management, and use of the natural resources of the Kingdom of Cambodia; to encourage and enable the public to participate in environmental protection and natural resource management; to suppress any acts that cause harm to the environment.

Sub-Decree No. 131 on Timber and Non-timber Forest Products: This sub Decree covers export and import of Forest and Non-Timber Forest Products.

Circular No. 3543 on the Export and Import of Forest Tree Seeds and Wild Plants: Importing institution needs to obtain license and to submit defined documents to Ministry of Agriculture, Forestry and Fisheries (MAFF).

Government Sub-Decree No. 69 on Agricultural Material Standards and its Management: This Sub-degree have its objectives to ensure a high quality of agricultural materials so as to strengthen and increase the agricultural production with high effectiveness and sustainability in the kingdom of Cambodia. Providing properly standards and managerial mechanism in order to ensure the interest of the users, producers, importers, wholesalers and retailers of the agricultural materials as well as the protection of the environment.

Circular No. 345 Ministry of Agriculture, Forestry and Fisheries (MAFF) on Agricultural material standards and its management: This circular has its own objectives to ensure a high quality of agricultural materials, strengthening the effectiveness of work performance to eradicate of the negative impact came out from manufacturing, importing, business running and sale the counterfeit products, under standards and banned pesticides that caused severely danger to social welfare, social environment and nature.

Law on the Management of Pesticides and Fertilizers: This law means to support the policy promoting the highly effectiveness potentiality of Agricultural sector, for the development of social and National economy, ensuring the safe and effective control of pesticides and fertilizers, and implementing relevant mandates related to conventions or International agreements on pesticides and agro-chemicals in complying with the international standards, enhancing public awareness on the implementation of standard requirements of pesticides and fertilizers for all relevant activities related to these products and reducing risks caused by the use of pesticides and fertilizers, for the beneficiary of farmers and people in the nationwide, by ensuring food security, food safety, public health, and the sustainability of environment.

3.1.1. Chemical substances: Referring to the Anukret (Sub-Decree) No.17 ANK/BK on the Enforcement of the List of Prohibited and Restricted Goods dated on 26 February 2020, the Institute of Standards of Cambodia of the Ministry of Industry, Science, Technology and Innovation is in charge of Chemical Substance Import and Export Licenses. The objective of Chemical Substance Import and Export Licenses is to ensure standard and target uses of each chemical substance used in the manufacture and production.

9.1.1. Ozone-depleting substances and air conditioning: In accordance with the Anukret (Sub-Decree) No. 17 ANK.BK on the Enforcement of the List of Prohibited and Restricted Goods dated 26 February 2020 by the Royal Government of Cambodia and its Annexes that required a permission to import issued by the Ministry of Environment.

10.1.1. Seeds, plants and planting materials: The General Directorate of Agriculture, based on the approval of the Ministry of Agriculture, Forestry and Fisheries, is the competent authorization for the issuance of import licenses of seeds, plants and planting materials and regulated articles under the list of prohibited and regulated goods of the Kingdom of Cambodia. (...) Seed quality certificate from the origin country and/or post entry inspection from the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) permit for endangered plant species.

10.3.1. Pesticides and fertilizers: The management of pesticides and fertilizers in Cambodia has been under the general jurisdiction of the Ministry of Agriculture, Forestry and Fisheries. (...) The main purpose is to reduce risks caused by the use of pesticides and fertilizers, by ensuring food security, food safety, public health, and the sustainability of the environment.
