The Ecodesign for Energy-Related Products and…
The Ecodesign for Energy-Related Products and Energy Information (Lighting Products) (Amendment) Regulations 2023: (...) The proposal is to set a new Minimum Energy Performance Standard (MEPS) of 120 lumen per watt (lm/W) for light sources and luminaires placed on the GB market from late 2023; this MEPS would increase to 140 lm/W from 1 September 2027, in each case subject to certain allowances and exemptions. The proposal sets out a range of allowances whereby certain light sources will benefit from a reduction in the required MEPS if they have certain characteristics (e.g. a colour-rendering index of 93 or greater) which are known to cause a loss in efficacy. No changes are proposed to existing ecodesign requirements for separate control gears; nor to the existing energy labelling requirements for light sources. (...) Our objective is to improve the efficiency of lighting products in order to meet our domestic energy efficiency and heat decarbonisation objectives as well as to improve our energy security and reduce bills for consumers. These amendments regulations will ensure that the potential energy savings are realised quickly by bringing forward investment decisions and market transformation. (...)
Environment related objective
To increase uptake of more energy efficient products by phasing out the least efficient products on the market; reduce traded carbon emissions; and minimise the adverse environmental impacts of lighting products

Revision of GB Biocidal Products Regulation…
Revision of GB Biocidal Products Regulation Annexes II and III: HSE is seeking to make technical amendments to Annexes II and III of the Great Britain Biocidal Products Regulation (EU) No 528/2012 (GB BPR), which sets out the information that applicants must submit when they apply for biocidal active substances, and biocidal products to be authorised in Great Britain, respectively. These changes reflect current guidance, Organisation for Economic Co-operation and Development (OECD) validated tests and other scientific and technical advances. The changes affect Great Britain (England, Scotland and Wales). These changes will ensure the safety and efficacy of biocidal active substances and products can be evaluated in accordance with the most recent scientific and technical advances including validated OECD test methods, thus ensuring the protection of human and animal health and the environment and will also reduce the degree to which animal tests are required for compliance with GB BPR.
Environment related objective
To protect the environment by regulating biocidal active substances and products

Consultation on the new approach to the fire…
Consultation on the new approach to the fire safety of domestic upholstered furniture: (...) Specifically, the scope of products to which the regulations apply and the flammability testing regime, which does not reflect modern fire hazards nor the fire safety of products as they exist in the home. The existing policy has also led to the widespread use of chemical flame retardants (CFRs) as the most cost-effective way of meeting flammability requirements and there is concern about the adverse effects to health and the environment of CFRs, particularly babies and young children.
Environment related objective
To protect the environment by regulating chemical flame retardants (CFRs) used in furnitures

Typical products in scope include sofas, arm-chairs and mattresses above a certain size. A number of products that meet the definition are excluded. These include duvets, carry cots for babies, and scatter cushions below a certain size.

In the light of its departure from the European…
In the light of its departure from the European Union, the United Kingdom is in the process of updating and streamlining its border control measures and mechanisms. In addition to the new UK Single Trade window and reduced regulatory burden for all imports, the proposed Border Target Operating Model will put in place new and state-of-the art Sanitary and Phytosanitary controls at the UK's borders. The measures will apply in respect of those regions in the UK territory that are not subject to a special arrangement. In respect specifically of imports of live animals, germinal products, animal products, plants and plant products, the approach under the new model will have the following three key elements:
• A new global risk-based approach: live animals, germinal products, products of animal origin, animal by-products, plants and plant products will be categorised as high, medium or low risk, with controls appropriately weighted against the risks posed both by the commodity and the country of origin;
• Simplified and digitised health certificates: phytosanitary certificates will be digitised in line with our trade partners' readiness, and will implement simplified and digitised export health certificates for animal products leading to more automated use of data;
• Use trust: pilot schemes with industry where authorised importers of plants, plant products and some animal products may be eligible for streamlined controls. To qualify they will need to provide the enhanced assurances and evidence that they are meeting the regulatory requirements and standards...

These declarations of special measures are…
These declarations of special measures are necessary to prevent the incursion of chronic wasting disease to the United Kingdom. These measures prohibit the import of live cervids and cervid urine hunting lures from countries which have reported cases of chronic wasting disease. These measures also apply additional certification requirements to imports of fresh meat of cervids from countries with chronic wasting disease.
These measures are therefore required to mitigate the animal health risk posed by CWD to the UK deer population and the unknown but potential risk to human health.
