The existing Energy Conservation (Registrable Goods) Order and Energy Conservation ( Energy Labelling and Minimum Performance Standards) Regulations will be amended to extend the scope of registrable goods to include non-directional lamps1 for general lighting purposes.

Lamps which are not energy efficient consume more energy to operate and lead to higher emissions of greenhouse gases.

For the purposes of environmental protection and conservation. Lamps which are not energy efficient consume more energy to operate and lead to higher emissions of greenhouse gases. Lamp is among the top 5 energy consuming appliances/devices in Singapore households. Energy labelling and minimum energy performance standards for lamps encourage households to select more energy efficient lamps. Consumers may reap "life-cycle" cost saving s from more efficient lighting.

To protect the environment through regulating hazardous substances.
The Basel Convention states that the import of Hazardous Waste can only be applied to countries that are signatories to the said Convention. Parties may, however, enter into bilateral or multilateral agreements on hazardous waste management with other parties or with non-parties, provided that such agreements are no less environmentally sound than the Basel Convention. The State of export shall notify, or shall require the generator or exporter to notify, in writing, through the channel of the competent authority of the State of export, the competent authority of Singapore (NEA) of any proposed trans-boundary movement of hazardous waste s or other waste s prior to the actual movement of them.
