2. Proposed Control of Certain Mercury-added Products in Singapore
Mercury-added products listed under Section 6, examples include:
1) Fluorescent Lamps: Tube for compact fluorescent hot cathode lamps excluding ultraviolet lamps, Other discharge fluorescent hot cathode lamps excluding ultraviolet lamps
2) High Pressure Mercury Vapour Lamps: Mercury or sodium vapour lamps; metal halide lamps
3) Cold Cathode Fluorescent Lamps and External Electrode Fluorescent Lamps used in electronic displays: Other fluorescent cold cathode types; Colour television receivers, LCD, LED or flat panel display type not battery operated; Flat panel display projector type solely used in automatic data processing system of heading 8471
4) Non-electronic measuring devices: Liquid-filled thermometers for direct readings; Hydrometers, barometers, hygrometers, psychrometers and any combination of these instruments not electrically operated; Non-electronic medical, surgical or veterinary instruments and appliances; Other instruments and apparatus for measuring or checking pressure not electrically operated.

NEA is proposing to tighten emissions for new two and three wheeled motorcycles to the Euro IV emission standards as listed in Regulation (EU) No 168/2013. Measure description Coverage of the measure
NEA is proposing to tighten emissions for new two and three wheeled motorcycles to the Euro IV emission standards as listed in Regulation (EU) No 168/2013. In particular, the following emission standards will be legislated through their inclusion in the Environmental Protection and Management (Vehicular Emissions) Regulations
Motorcycles (including mopeds) and cycles fitted with an auxiliary motor, with or without side-cars; side cars.

NEA is proposing to control polychlorinated naphthalenes (PCN) and trichlorfon as Hazardous Substances under the Environmental Protection and Management Act (EPMA) and EPM (Hazardous Substances) Regulations, as well as the phase-out of the production, import, export and use of PCN
Examples of HS codes for polychlorinated naphthalenes and trichlorfon proposed for control:

1. Polychlorinated naphthalenes
• Other halogenated derivatives of aromatic hydrocarbons

2. Trichlorfon

Measure description Coverage of the measure
Minimum Energy Performance Standards (MEPS) for motors set at IE3* (Premium Efficiency) class will be effective from 1 October 2018. Only motors that meet the prescribed MEPS requirements will be permitted to be sold in Singapore. The Energy Conservation (Registrable Goods) Order 2013, Energy Conservation (Energy Labelling and Minimum Performance Standards for Registrable Goods) Regulations 2013 and the Energy Conservation (Composition of Offences) Regulations 2013 will be amended to introduce MEPS for motors.
Single speed, three-phase 50 Hz induction motors that have:

• 2, 4 and 6 poles;
• rated output power from 0.75 kW to 375 kW;
• rated voltage up to 1,000V; and
• rated on the basis of continuous duty operation
