Draft amendment of the Official Specifications for Normal Fertilizers: by amending the Official Specifications, regulations are to be deregulated to enable composts with flocculants and coagulants to be produced and sold by submitting notification
Environment related objective
To revise the Official Specifications for Normal Fertilizers (compost), which, reflecting advancement of agricultural and scientific technology, contributes to human health and promotes agricultural productivity
So far, composts made of animal wastes as raw materials applied with flocculants and coagulants are only allowed if registered by the Minister of Agriculture, Forestry and Fisheries prior to producing and selling them as fertilizers. Thereafter, by amending the Official Specifications, regulations are to be deregulated to enable composts with flocculants and coagulants to be produced and sold by submitting notification.For details, see the attachment.

To prevent environmental pollution by "short-chained chlorinated paraffins", "decabromodiphenyl ether" and "PFOS and its salts", which are potentially hazardous substances because of their non- biodegradability, high degree of bioaccumulation potential, and chronic toxicity, and therefore designated as Class I Specified Chemical Substances under the Act

Revision of the "Order for Enforcement of the Act on the Evaluation of Chemical Substances and Regulation of Their Manufacture, etc."
The following products in which short-chained chlorinated paraffins (straight-chain chlorinated hydrocarbons with chain lengths ranging from C10 to C13 and a content of chlorine greater than 48 per cent by weight) are used

1. Lubricating, cutting and hydraulic oils
2. Chemicals for flame-retardant treatment for textiles
3. Plasticizers for resin and rubber
4. Paints (limited to those for waterproof and anti-flammable)
5. Adhesives and sealing fillers
6. Fatliquoring agent for leather

The following products in which decabromodiphenyl ether are used
1. Flame-retardant textiles
2. Chemicals for flame-retardant treatment for textiles, resin and rubber
3. Adhesives and sealing fillers
4. Flame-retardant floor covering
5. Flame-retardant curtains
6. Flame-retardant banner-flags

The following products in which Perfuluorooctane sulfonic acid (PFOS) and its salts are used
1. Etching agents (limited to those for uses in the manufacture of piezoelectric filters or of compound semiconductors which enable radio to transmit and receive radio waves with more than 3 MHz of frequencies)
2. Resist for semiconductors
3. Professional-use photograph films
