7 Wild Animals and Plants: The METI shall designate and publish a list of items of goods for which import approval must be obtained, to comply with Article 3 of the IMPORT TRADE CONTROL ORDER. A person wishing to import an item published in the above-mentioned list shall be subject to import approval for imports provided for in Article 4.
Approvals are required for: (1) Animals and plants included in Appendix I of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (hereinafter referred to as "CITES"), plus their parts and derivatives. (2)Animals and plants belonging to species listed in Appendix II of the CITES, plus their parts and derivatives (for plants, only those parts and derivatives specified in Appendix II).(3) Animals and plants belonging to species listed in Annex III of the CITES, plus their parts and derivatives.
