In 2014, the European Commission amended the rules governing member State intervention for the period 2014 2020. Under this revised framework, aid scheme No. SA.40391, which incorporates under one umbrella the research, development and innovation schemes notified for the period 2013-2014 (technology research institutes and institutes for energy transition, the fund for enterprise competitiveness, the OSEO innovation aid scheme for research, development and innovation, aid for innovation in the shipbuilding industry, shared innovation platforms, young innovative enterprises), entered into force on 1 January 2015.

Framework scheme No. SA.40391 for aid for research, development and innovation:
In 2014, the European Commission amended the rules governing member State intervention for the period 2014 2020. Under this revised framework, aid scheme No. SA.40391, which incorporates under one umbrella the research, development and innovation schemes notified for the period 2013-2014 (technology research institutes and institutes for energy transition, the fund for enterprise competitiveness, the OSEO innovation aid scheme for research, development and innovation, aid for innovation in the shipbuilding industry, shared innovation platforms, young innovative enterprises), entered into force on 1 January 2015.

In addition, support is granted to investments increasing energy efficiency and promoting the conversion of aquaculture enterprises to renewable sources of energy.

In accordance with the CFP objectives and the Europe 2020 strategy, support is granted for the environmentally, economically and socially sustainable development of the aquaculture industry, with the co funding of investments for new aquaculture units as well as of investments aiming to modernise, expand or diversify the production and species of existing aquaculture units. In addition, support is granted to investments increasing energy efficiency and promoting the conversion of aquaculture enterprises to renewable sources of energy.
The subsidies are paid to the owners of aquaculture units or the collective beneficiary.

The developments identified in the Environment and Energy Operational Programme are intended to mitigate the country's environmental problems, thus improving the quality of life of the society and promoting the adaptation of the economy to the environmental processes:
• creation and maintenance of an environment suitable for living in;
• protection and conservation of our assets;
• prevention, economy, energy efficiency.
Public and private institutions and enterprises with eligible development projects may receive support for the accomplishment of the project. The support schemes must be in line with the OP aims and the EU state aid rules.
