On 5 July 2023, the European Commission adopted a legislative proposal for a Regulation on plants produced by certain new genomic techniques (NGTs) and their food and feed. The proposal is part of a package of proposals to ensure resilient and sustainable use of the EU's natural resources.

The proposal sets out specific rules for the deliberate release into the environment for any other purpose than placing on the market (...)

The objectives of the proposal are to:
1. Maintain a high level of protection of human and animal health and of the environment;
2. Enable the development and placing on the market of plants and plant products contributing to the innovation and sustainability objectives of the European Green Deal and of the Farm to Fork and Biodiversity strategies;

The main measures of the proposal include:
1. The proposal (in Chapter I) makes the deliberate release and placing on the market of NGT plants and products subject to one of two procedures: verification procedure to establish equivalence with conventional plants/products or authorisation in accordance with EU legislation on GMOs;

4. The proposal provides that NGT plants/products are prohibited in organic production;
5. The proposal includes provisions for the monitoring of economic, environmental and social impacts of NGT plants and products, supporting implementation reports and the future evaluation of the legislation.

Draft Commission Implementing Regulation concerning the non-renewal of the approval of the active substance S-metolachlor, in accordance with Regulation (EC) No 1107/2009 of the European Parliament and of the Council concerning the placing of plant protection products on the market

In order for an active substance to be approved in accordance with Regulation (EC) No 1107/2009 (concerning the placing of plant protection products on the market), it must be demonstrated that the substance is not harmful to human health, animal health or the environment.

Commission Implementing Regulation (EU) 2022/320 of 25 February 2022 concerning the authorisation of expressed mandarin essential oil as a feed additive for poultry, pigs, ruminants, horses, rabbits and salmonids.
(...) The European Food Safety Authority ('the Authority') concluded in its opinion of 5 May 2021 that, under the proposed conditions of use, expressed mandarin essential oil does not have adverse effects on animal health, consumer health or the environment. (...)

Commission Implementing Regulation (EU) 2022/415 of 11 March 2022 concerning the authorisation of malic acid, citric acid produced by Aspergillus niger DSM 25794 or CGMCC 4513/CGMCC 5751 or CICC 40347/CGMCC 5343, sorbic acid and potassium sorbate, acetic acid, sodium diacetate and calcium acetate, propionic acid, sodium propionate, calcium propionate and ammonium propionate, formic acid, sodium formate, calcium formate and ammonium formate, and lactic acid produced by Bacillus coagulans (LMG S-26145 or DSM 23965), or Bacillus smithii (LMG S-27890) or Bacillus subtilis (LMG S-27889) and calcium lactate as feed additives for all animal species.

Commission Implementing Regulation (EU) 2022/537 of 4 April 2022 concerning the authorisation of a preparation of lemon extract as a feed additive for all animal species.
(...) The European Food Safety Authority ('the Authority') concluded in its opinion of 29 September 2021 that, under the proposed conditions of use, the preparation of lemon extract does not have adverse effects on animal health, consumer health or the environment. (...)

Commission Implementing Regulation (EU) 2022/633 concerning the authorisation of a preparation of Lactiplantibacillus plantarum DSM 26571 as a silage additive for all animal species. (...) Commission Implementing Regulation (EU) 2022/653 concerning the authorisation of a preparation of the leaves extract of Melissa officinalis L. as a feed additive for all animal species. (...) The European Food Safety Authority ('the Authority') concluded in its opinions of 28 January 2020 and 29 September 2021 that, under the proposed conditions of use, the preparation of the leaves extract of Melissa officinalis L. does not have adverse effects on animal health, consumer health or the environment. (...)

Commission Implementing Regulation (EU) 2022/702 concerning the authorisation of great mullein tincture as a feed additive for certain animal species. (...) The European Food Safety Authority ('the Authority') concluded in its opinions of 12 November 2019 and 24 June 2021 that, under the proposed conditions of use, great mullein tincture does not have adverse effects on animal health, consumer health or the environment.

Commission Implementing Regulation (EU) 2022/1248 concerning the authorisation of essential oil from Origanum vulgare ssp. hirtum (Link) Ietsw. as a feed additive for certain animal species. (...) The European Food Safety Authority ('the Authority') concluded in its opinion of 12 November 2019 that, under the proposed conditions of use, essential oil from Origanum vulgare ssp. hirtum (Link) Ietsw. does not have adverse effects on animal health, consumer health or the environment.
