Draft Commission Implementing Decision not approving silver copper zeolite as an existing active substance for use in biocidal products of product-type 4 in accordance with Regulation (EU) No 528/2012 of the European Parliament and of the Council: This draft Commission Implementing Decision does not approve silver copper zeolite as an active substance for use in biocidal products of product-type 4. Sufficient efficacy has not been demonstrated for the use related with the incorporation of the substance into food contact materials. In addition, unacceptable risks for human health have been identified from the consumption of food which has been in contact with treated polymers, and no adequate risk mitigation measure could be identified to mitigate those risks.
Environment related objective
To protect the environment by regulating substances used in biocidal products

Draft Commission Implementing Regulation…
Draft Commission Implementing Regulation concerning the non-renewal of the approval of the active substance S-metolachlor, in accordance with Regulation (EC) No 1107/2009 of the European Parliament and of the Council concerning the placing of plant protection products on the market, and amending the Annex to Commission Implementing Regulation (EU) No 540/2011: (...) EU Member States shall withdraw authorisations for plant protection products containing S-metolachlor as an active substance. The non-renewal of approval is based on the first evaluation of the substance for use as a pesticide active substance in the EU under Regulation (EC) No 1107/2009 (...) These critical areas of concern have been identified: 1) the representative uses are shown to contaminate groundwater (by both the active substance and the groundwater relevant metabolites) and 2) all the representative uses are shown to pose risk for mammals, since high risk to earthworm-eating mammals via secondary poisoning was concluded.
Environment related objective
To protect the environment, prevent water pollution, protect mammals by regulating harmful substances used in pesticides

Proposal for a Directive of the European Parliament and of the Council on substantiation and communication of explicit environmental claims (Green Claims Directive) (COM(2023) 166 final): This proposal for a directive concerns voluntary environmental claims in business-to-consumer commercial communications. It sets out requirements for the substantiation and communication of voluntary environmental claims and labels on goods, services and organisations. It also sets out requirements for environmental labelling schemes. As such, the notified draft sets down technical regulations covering: terminology, symbols, packaging, marking and labelling requirements as they apply to a product, process or production method.
Environment related objective
To protect consumers and companies from the misleading practice of unclear or poorly-substantiated environmental claims ('greenwashing'); to resolving the triple crises of climate change, pollution, and biodiversity loss.

Draft Commission Regulation amending Annex XVII to Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) as regards octamethylcyclotetrasiloxane (D4), decamethylcyclopentasiloxane (D5) and dodecamethylcyclohexasiloxane (D6): (...) The European Chemicals Agency identified D4, D5 and D6 as having very persistent and very bioaccumulative (vPvB) properties. Moreover, the Agency identified D4 as having persistent, bioaccumulative and toxic (PBT) properties, and D5 and D6 as having PBT properties when they contain 0.1% or more by weight of D4. The hazard properties of D4, D5 and D6 give rise to specific concerns for the environment when present in consumer and professional products that end up released into both the aquatic and the atmospheric compartments. The draft restriction aims to minimise the emissions of D4, D5 and D6 caused by leave-on cosmetic products and other consumer and professional products, as well as the emissions of D6 from wash-off cosmetic products (...)
