Draft Commission Delegated Directive amending Directive 2011/65/EU of the European Parliament and of the Council as regards an exemption for cadmium in downshifting quantum dots directly deposited on LED semiconductor chips: This draft Commission Delegated Directive concerns applications for a specific and time-limited exemption from the substance restrictions under the RoHS Directive. The criteria for granting an exemption concerning one requested application is met and a new exemption should be given. The current exemption should expire after a transition period.

Proposal for a Regulation of the European Parliament and of the Council on detergents and surfactants, amending Regulation (EU) 2019/1020 and repealing Regulation (EC) No 648/2004 (COM(2023) 217 final): The proposed Regulation replaces Regulation (EC) No 648/2004 and amends Regulation (EU) 2019/1020. Compared to Regulation (EC) No 648/2004, the proposed Regulation introduces safety requirements for micro-organisms in detergents and digital labelling. It also requires that a product passport including a compliance information is created for detergents and surfactants. Finally, the proposed Regulation simplifies and updates the rules for detergents by abolishing certain redundant requirements and by taking into account new market and regulatory developments.

Draft Commission Implementing Regulation amending Implementing Regulation (EU) 2021/535 as regards the second rear registration plate space for trailers and the mass of energy storage systems and correcting that Regulation: Implementing Regulation (EU) 2021/535 is amended to require the mass of the energy storage system to be stated in the certificate of conformity of zero-emission vehicles in order to be taken into account for the purpose of CO2 monitoring from 1 January 2025. This draft also provides rules for the towing capability of stranded motor vehicles and foresees transitional provisions for the application of the requirement for the second rear registration plate space for trailers.

Proposal for a Regulation of the European Parliament and of the Council on fluorinated greenhouse gases, amending Directive (EU) 2019/1937 and repealing Regulation (EU) No 517/2014 (COM(2022) 150 final): This Commission proposal, inter alia, imposes quantitative limits for the placing on the market of hydrofluorocarbons and also imposes conditions on the import, export, placing on the market, further supply and use of fluorinated greenhouse gases and specific products and equipment containing or relying on those gases. (...) Measures to reduce emissions from fluorinated greenhouse gases which contribute to global warming. These measures will assist in achieving the targets of the Paris Agreement (keep global average temperature to 1.5 degrees C) and implement EU's obligations under the Montreal Protocol (gradually phase down HFCs)

Draft Commission Delegated Regulation amending Regulation (EU) No 528/2012 of the European Parliament and of the Council as regards a further extension of the duration of the work programme for the systematic examination of all existing biocidal active substances: This draft Commission Delegated Regulation extends the review programme of existing active substances until 31 December 2030.

Draft Commission Implementing Decision on the non-approval of certain active substances for use in biocidal products in accordance with Regulation (EU) No 528/2012 of the European Parliament and of the Council: This draft Commission Implementing Decision does not approve certain active substances in biocidal products pursuant to Regulation (EU) No 528/2012 of the European Parliament and of the Council. For these active substance/product-type combinations included in the review programme of existing active substances listed in Annex II to Regulation (EU) No 1062/2014, all the participants have withdrawn or are considered to have withdrawn their support. For these active substances either the role of participant had previously been taken over or not. For those that the role of participant had not previously been taken over, no notification has been submitted to the European Chemicals Agency. Therefore, all these active substance/product-type combinations should not be approved for use in biocidal products.

Draft Commission Implementing Regulation concerning the non-renewal of the approval of the active substance dimethomorph, in accordance with Regulation (EC) No 1107/2009 of the European Parliament and of the Council, and amending Commission Implementing Regulation (EU) No 540/2011: (...) provides that the approval of the active substance dimethomorph is not renewed in accordance with Regulation (EC) No 1107/2009. EU Member States shall withdraw authorisations for plant protection products containing dimethomorph as an active substance. The non-renewal of approval is based on the first evaluation of the substance for use as a pesticide active substance in the EU under Regulation (EC) No 1107/2009. The substance was formerly assessed and approved under Directive 91/414/ EEC. (...) In particular, dimethomoph has an harmonised classification as toxic to reproduction, category 1B (H360F 'may damage fertility') according to Regulation (EC) No 1272/2008 and, based on the available information submitted in the dossier, dimethomorph is considered to meet the criteria for endocrine disruptors for humans and wild mammals (...)
