The purpose of this scheme is to prevent the transfer of productive activities in these sectors to third countries that are not bound by the ETS or European Union regulations, which would lead to a decline in production in Spain and the EU, as well as the danger of producing an overall increase in greenhouse gas emissions due to the less stringent restrictions in non-EU countries.

To compensate certain sectors and subsectors exposed to a significant risk of carbon leakage for indirect costs attributable to greenhouse gas emissions, passed on in electricity prices, as a result of entering the fourth phase of the EU Emissions Trading System (ETS).
