This draft Regulation amends Regulation (EU) No 582/2011 with respect to emissions from heavy-duty vehicles, regarding the Auxiliary Emission Strategies (AES), the transfer of provisions on access to vehicle repair and maintenance information and the introduction of cold engine start provisions and particle number measurement in vehicle testing by means of portable emissions measurement systems (PEMS).

Draft Regulation for a 14th adaptation to technical progress of 'Regulation (EC) 1272/2008 on classification, labelling and packaging of substances and mixtures (the CLP Regulation)' amending table 3 to Annex VI of the CLP Regulation by introducing new or revised entries for the harmonised classification and labelling of 28 substances and by removing 2 substances. It also amends Annexes II and III to the CLP Regulation by defining specific labelling obligation for mixtures containing titanium dioxide. Lastly, the classification of the substance pitch, coal tar, high temp. is corrected.

Draft Commission Regulation (EU) amending Annex V to Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH). Firstly, the proposed amendments modify these Annexes of REACH by deleting and replacing references to and terms from former legislation. In particular, the word "dangerous" is substituted by the word "hazardous", the first one having become obsolete since the repeal of two Directives in June 2015. Secondly, Annex V to Regulation (EC) No 1907/2006 contains a list of substances exempt from the obligation to register in accordance with Article 2(7)(b) of that Regulation. Annex V should be amended to include an exemption for digestate which results from anaerobic digestion of organic material.

Draft Commission Delegated Regulation amending Regulation (EU) No 540/2014 of the European Parliament and of the Council on the sound level of motor vehicles and of replacement silencing systems. It aims to introduce the pause switch prohibition of the Acoustic Vehicle Alerting System (AVAS) in Quiet Road Transport Vehicles (QRTV), such as hybrid electric or electric vehicles, equipped with AVAS, taking into account the corresponding requirements of UN Regulation No 138.01 on the approval of QRTV.

This draft Commission Implementing Regulation provides that the approval of the active substance cyflumetofen is amended as follows: applications of plant protection products containing cyflumetofen, with the exception of applications made on non-soil-bound crops in greenhouses, shall not be carried out from July to September. This decision only concerns the placing on the market of this substance and does not affect the Maximum Residue Levels (MRLs) for residues of the concerned pesticide.

Animal health protection measures for intra-Union trade in consignments of salamanders and the introduction of such consignments into the Union on the taxonomic order of Caudata, in order to ensure that the fungus Batrachochytrium salamandrivorans (Bsal) is not spread by such international trade in those animals. These measures take into account risk mitigation measures referred to in an EFSA Assistance (see below under point 9) and in particular provide for the appropriate quarantine, diagnostic testing and treatment of salamanders as well as for certification of their health status for their trade in and introduction into the Union. These measures are of temporary and emergency nature. A list of non-EU countries authorised for introduction into the Union of consignments of salamanders is also established.
