South Australian River Murray Sustainability Program (SARMS) Irrigation Industry Improvement Program (3IP)

The AUD265 million South Australian River Murray Sustainability (SARMS) Program is funded by the Australian Government and is being delivered by the State over six years to mid-2019. SARMS is supporting the sustainability of South Australian River Murray communities through investment in irrigation efficiencies, water returns, irrigation industry assistance and regional economic development, including the redevelopment of the Loxton Research Centre. The Program will return 40 gigalitres of water to the River Murray system and is contributing towards South Australia's implementation of the Basin Plan.

Changing worldwide trends of increasing environmental concern about the state of fisheries and the potential impact of market access led the WA Cabinet to facilitate independent third party certification of WA's commercial fisheries. In 2012 the WA Cabinet approved the initiative, and allocated AUD14.5 m for the project.

To demonstrate Western Australia (WA) fisheries are fished and managed sustainably, and to enhance/maintain market access for WA commercial fisheries. Specifically, to fund the cost of WA's commercial fisheries (wild fishery harvest) achieving the Marine Stewardship Council environmental standard.

The Agreement contains provisions on national treatment and market access for goods, rules of origin and origin procedures, textiles and apparel goods, customs administration and trade facilitation, trade remedies, sanitary and phytosanitary measures, technical barriers to trade, investment, cross-border trade in services, financial services, temporary entry for business persons, telecommunications, electronic commerce, government procurement, competition policy, state-owned enterprises and designated monopolies, intellectual property, labour, environment, cooperation and capacity building, competitiveness and business facilitation, development, small and medium sized enterprises, regulatory coherence, transparency and anti-corruption, administrative and institutional provisions, and dispute settlement. The Agreement establishes a Commission to oversee its implementation.

Greenhouse and Energy Minimum Standards (Air Conditioners and Heat Pumps) Determination 2017 includes four changes to the energy efficiency regulations for air conditioners:
1. Adopt a Seasonal Energy Efficiency Ratio (SEER) methodology for rating air conditioner energy efficiency

The MEPS requirements for air conditioners with a capacity >65kW will come into force no earlier than 1 October 2020. All of the other proposed regulatory changes will come into force no earlier than 1 April 2019 (the main date of entry into force)
