The Key Capability Area Funding supported the development of projects that make a major contribution to the development of the ACT's Key Capability Areas of cyber security, renewable energy, space and spatial information, plant and agricultural sciences, healthy and active living and further education partnerships.
A strong and sustainable economy is essential to meet the needs of the Canberra community now and into the future. It is essential for the ACT to grow its economy by diversifying the non-public service sector. The education and research sector, and the sector specialisations and growth building assets within it, have been identified as a primary driver of long term wealth creation and jobs in the ACT economy.
The Key Capability Area Funding is part of the Government's election commitment to "provide funding to boost the capabilities in the Territory's key areas of strength."
In Confident & Business Ready: Building on Our Strengths, the ACT Government also committed to an economic development focus in its relationship with the higher education and research sector. In particular, the Government undertook to work with the institutions to support ongoing development of areas of strength and to stimulate economic growth in the ACT's Key Capability Areas.

The Progam's design provides flexibility to enable the ACT Government to respond to other emerging investment opportunities that demonstrate strong potential, including from non-priority areas.

The NSW Government's Commercial Fisheries Business Adjustment Program (BAP) introduced linkages between shares and catch or effort, giving fishers the ability to invest in their business with more certainty than ever before, and ensuring the long-term viability and sustainability of the NSW commercial fishing industry.
The purpose of the above subsidies and Grant were to offset the impact of the various stages of the Commercial Fisheries Business Adjustment Program (BAP) by:
• Assisting fishers to either exit the industry, purchase new shares, seek independent advice or obtain retraining, and assisting nominated fishers to establish themselves.
• Easing the burden of commercial fishery management fees & fishing boat licence fees during the BAP period.
• Assisting Fishing Cooperatives to adjust to changes in the industry by extending & subsidising leases on Crown Land.
• Promoting best practice, improving social licence with the broader community, and upskilling of commercial fishers.

Commercial Fisheries Business Adjustment Program (BAP).
|
Certain fisheries related products. Assistance measures were made available to NSW commercial fishers directly affected by the NSW Commercial Fisheries Business Adjustment Program during the various stages of the program.
These fishers were primarily those in the five share managed fisheries, being the Estuary General Fishery, Ocean Trap & Line Fishery, Ocean Haul Fishery, Ocean Trawl Fishery, Estuary Prawn Trawl Fishery.
Grant and loans were subject to application and were approved or denied according to strict criteria as specified in policy and managed by the Rural Assistance Authority on behalf of the Department of Primary Industries (DPI) - Fisheries. Criteria also applied to eligible NSW Fishing Cooperatives regarding advice Grant and fee waivers.
As indicated above, the Master Fishermen Program grant funds were provided to OceanWatch Australia to expand their existing program, to deliver NSW Government priorities on behalf of DPI Fisheries.

During 2017-18 the RAA approved 420 FIF applications with $76.7 million in assistance approved, of which 77.1% ($59.1 million) was spent for the purpose of updating farm infrastructure.
In 2018-19 1347 applications were approved worth a total $98M.

Seafood Innovation Fund Loan Scheme |

The SIF is an incentive-based initiative to assist businesses within the seafood sector in NSW to identify and address risks to their business, improve permanent assets and infrastructure, ensure long term productivity and sustainable use of the marine, estuarine and land-based environment, while aiding in building resilience to changes in seasonal conditions. The availability of loans is subject to funds being available.
The low interest rate loans are intended to enable the fishing and aquaculture industries to focus on long term business profitability and long term benefits for the sustainability of the marine, estuarine and land-based environment. The low interest loans assist investment in four key areas:
• Preparedness: risk reduction and adaptability to changing seasonal conditionals and climatic events.
• Environment: promoting environmentally sustainable fishing and farming infrastructure, methodologies and equipment to minimise impact on the environment.
• Fishing and Aquaculture Farming Equipment and Assets: replacing unsafe or inefficient assets and equipment to ensure business best practice, legal requirements, and safety and environmental standards are met.
• Transport & Logistics: ensuring that product reaches markets in optimum condition through holding tanks and refrigeration units, new transport systems, and new market software.

Seafood Innovation Fund Loan Scheme
|
Eligible applicants are an aquaculture permit holder, a commercial fishing business owner, fishing licence holder, or a registered fish receiver. The business must operate as a sole trader, partnership, trust or private company and trade in NSW seafood products. The applicant must earn a majority of their gross income (at least 51%) from the seafood business/enterprise or be a "new entrant", i.e. operating for between 12 months to three years, and more than 50% of gross income is expected to be derived from the business within three years of the date of the application. Gross non-business assets must not exceed AUD5,000,000. A detailed business plan must also be provided with the application.

Extreme weather events such as severe storms, flooding, bushfires and hailstorms can damage farming operations. The Natural Disaster Loan - Primary Producers scheme provides loans to eligible primary producers (including fishers) in rural and regional NSW who are directly affected by a natural disaster and in urgent and genuine need of assistance. This scheme is not compensatory and is intended to enable primary producers to resume their normal farming and business operations following a natural disaster. Several types of natural disaster transport subsidy are intended to assist with the transport of stock at significant risk in terms of animal welfare.
Natural disaster Recovery Grant provide immediate relief to eligible primary producers, small businesses and non-profit organisations, for clean-up and restoration costs in the aftermath of a declared extreme natural disaster. Detailed eligibility requirements must be met as specified in scheme guidelines.

Primary producers who earn a majority of their gross income from primary production and in working operation of a farm within a declared LGA are eligible to apply for concessional disaster loans. Applicants must be in urgent and genuine need of financial assistance. Applicants must demonstrate that if the required assistance was obtained commercially, the farming business would be placed in financial difficulty. Applicants must be able to demonstrate long-term financial viability. Applications must be lodged within a prescribed period of the declaration date of the natural disaster.

The Forest Industries Innovation Fund (FIIF) is part of the NSW Government's Forestry Industry Roadmap. The FIIF is designed to help improve the profitability of the NSW timber industry and drive employment growth, drive new investment and innovation to enhance the NSW forest industry and position the NSW forest industry to adjust and capitalize on new opportunities.
The FIIF aims to foster the development and adoption of innovative new technologies, approaches or products to increase sustainable economic growth and support jobs in regional areas to:
• improve the industry's capacity to meet current timber demands;
• support investment in new technology that:
o optimises efficiency and cost effectiveness of wood production and log and residue processing to improve the sector's productivity and financial sustainability; and
o respond to a changing wood supply resource.

Forest Industries Innovation Fund (FIIF)
|
The FIIF loan scheme conditions and terms were modelled on the NSW Government's Farm Innovation Fund which had been successfully supporting farmers since 2015. The low interest loans are targeted at businesses involved in:
• Plantation and/or native forest operations;
• Forest product processor/ milling operations;
• Silvicultural or native forest harvest / haulage contracting; or
• Production or development of forestry industry inputs or outputs including market development.
The lead proponent in an application may not be a State Owned Corporations or a government agency.

The Queensland Sustainable Fisheries Strategy 2017-2027 outlines a ten-year reform agenda for the sustainable management of Queensland fisheries. As part of this strategy, vessel tracking capability will be required on all commercial fishing boats by 2020, with units to be installed on net, line and crab commercial fishing boats by 1 January 2019.

Vessel Tracking Rebate Scheme.
|
The rebate is specific to all permanent holders of commercial fishing boat licences, commercial harvest fishery licences or charter fishing licences. The number of units and installation rebates fishers are entitled to are dependent on the fishery endorsements listed on their licence.
The applicant must provide evidence of unit purchase and installation to QRIDA in addition to a paper or electronic application specifying the licenses the rebate is being claimed for.
