Djibouti has significant agricultural, fishing and livestock resources although it continually faces the challenges of a harsh climate, drought and food insecurity. The development strategy for the primary sector seeks to create conditions for sustainable food security and to contribute to poverty reduction, economic development and the country's regional integration. The main objectives of development in the primary sector target the following priorities:

• promotion of the rational exploitation of fishery resources; and

These extremely important reforms are now urgent and inescapable in view of the mounting risks associated with scarce, vulnerable natural resources; climate change; and markets for factors of production and agricultural products, especially with regard to price volatility. They will be implemented as part of the first post revolution agriculture and fisheries development plan 2016 2020, which will focus on the seven strategic priority areas set out below:
- conservation and development of natural resources, and more rational exploitation thereof with a view to sustainability and mitigation of the effects of climate change;

- promotion of the fisheries, crop and livestock production subsectors, and enhancement of their competitiveness and sustainability while prioritizing the promotion of high value agriculture and thus facilitating better development of agricultural products (organic agriculture, geographical indications and precision agriculture);

On 4 September 2010 and 22 February 2011, the Canterbury region on the east coast of the South Island experienced two large earthquakes, of 7.1 and 6.3-magnitude respectively. The 22 February earthquake or aftershock was centred very close to the city and a total of 185 people were killed; the second deadliest natural disaster in New Zealand history. (...)

The Government has set import duties for renewable energy related imports at zero percent, and is formulating policies and regulations to promote renewable energy integration. In addition, research on feasible alternative energy sources is being undertaken.

Thus, there is a clear call for a multilateral process on fisheries subsidies to deliver on SDG 14.6. For this reason in October 2016 the EU tabled a concrete textual proposal to ban certain capacity-enhancing subsidies and subsidies linked to IUU fishing. The proposal also provides for enhanced transparency and notification requirements and foresees special and differential treatment that would allow developing and least developed countries to derogate from such a ban under certain conditions linked to a sustainable management of the relevant fisheries.

Establishment of a Tax Free Region (TFR) with effect from 1 January 2009 where all importation of renewable energy and energy conservation goods and equipment will be granted duty free concessions.

The Government plans to develop trade in organically produced products and trade in products from sustainable agriculture

During the period 2014-2015, government's Aid for Trade efforts were intensified. Active engagement with bilateral trade partners and international financial institutions has reaped benefits to attract increased ODA for strategic infrastructure development projects such as airport development, renewable energy installation and bridge construction. Such projects will address some of the supply side constraints impeding economic growth and trade.

The MGDS identifies the mining sector as one of the sectors that could potentially generate economic growth for the country. Mines and Minerals Policy (2013) is a logical extension of the MGDS. The country has abundant mineral resources that can be sustainably exploited to contribute to the Government’s vision of transforming the country from a predominantly importing and consuming nation into one that is predominantly producing and exporting. It is the Government’s conviction that if the country’s mineral resources are fully exploited, the contribution of mining will improve from the current 10% to 20% within the next 10 years.

As a result of Parliamentary election in 2012, the Government set key economic policy objectives to reduce dependency on the mining sector, achieve a long term sustainable development and create a competitive and diversified economy. In order to enhance economic development, promote sustainable growth, actions regarding infrastructure, urban development are included in the Government programs. (…)
