The originality of the approach and design of the NDP (National Development Plan) are intended to distinguish it from its predecessors whose most important features were their links to traditional planning techniques; indeed, the guiding principle of the NDP is "Malagasy people in tune with their environment" is intended to ensure that actions are consistent and sustainable.

The ANC (National Competitiveness Agenda) 2012 2021 was drawn up on the basis of a wide ranging public private dialogue and is divided into the following strategic priority areas that have been identified as key to measures that will generate inclusive growth. These areas are: a healthy, educated, skilled, inclusive society; stronger, modern institutions; social and environmental sustainability; decentralization and local development; a stronger production and technology infrastructure; stronger industry.

Members of the five policy advisory committees are appointed by USTR or in conjunction with other Cabinet officers. The investment regime, governed by Law No. 26/2005 on Investment and Export Promotion and Facilitation, identified ten priority sectors, including energy; fishing, and forestry; and waste recycling

Overexploited fisheries are declared to be in the recovering fisheries regime. When a fishery is declared to be in the recovery regime, all the fishing authorizations relating to that fishery expire. In this case, the Undersecretariat of Fishing may only award, by competitive bidding, the right to catch, each year, the equivalent, in tonnes, of 10% of the global industrial catch quota. However, before the auction is held, it has to be determined how the global catch quota will be divided up between the small scale fishing sector and the part of the quota to be auctioned. For incipient fisheries, as for recovering fisheries, each year the Undersecretariat will award, by competitive bidding, the right to catch the equivalent, in tonnes, of 10% of the industrial fraction of the global catch quota. Only 50% of the global quota is auctioned and the rest of the global catch quota is reserved for the small scale fishing sector for a period of three years.

Reducing the sector's reliance on rain fed agriculture through a well-developed irrigation system and the gradual and sustainable transformation of agriculture from subsistence to a more commercially–oriented farming continues to be the main challenge of the Government in its quest to modernize the sector and improve its performance.

The forestry Production Directorate, attached to the National Directorate of Agricultural and forestry Production in SAGyP's Undersecretariat for Agriculture, assists in formulating and carrying out the responsibilities defined, administers Law No. 25.080 on Investment in Cultivated Woodland and its current extension, Law No. 26.432 (see below) It also monitors compliance from the technical, legal and accounting standpoint. The forestry Production Directorate helps to coordinate the project for sustainable management of natural resources implemented by the MAGyP, together with the Secretariat for the Environment and Sustainable Development (SAyDS) and the sustainable forest; plantations component of the National Parks Administration, with a loan from the World Bank.
