Commonwealth Procurement Rules (14 December 2020).The Commonwealth Procurement Rules (CPRs) are the basic rule set for all procurements by the Australian Government and govern the way in which entities undertake their own processes. The changes to the CPRs that apply to above threshold procurement reflect the Australian Government’s commitment to sustainable procurement practices; and emphasises the importance of paying suppliers on time, particularly small businesses.

The CPRs require officials to consider a range of relevant financial and non-financial costs and benefits when undertaking a procurement. Recent updates to the CPRs have included ensuring coverage committed under relevant trade agreements is appropriately maintained, as well as updates to facilitate more diversity and competition in the Australian Government’s supplier base and ensuring that broader economic and social issues are normalised through the procurement process, as appropriate (such as environmental sustainability, encouraging risk to be more accurately reflected in contracts, and strengthening requirements to make payments to suppliers within the maximum payment terms).

Revision of the "Basic Policy on Promoting Green Procurement" under the "Act on Promotion of Procurement of Eco-Friendly Goods and Services by the State and Other Entities"

Standard documentation for public procurement of goods and services, approved by Order of the Minister of Finance no. 115/2021: A new element has been introduced - Documentation, conditions/requirements for the supply and use of electricity, natural gas, (...) as well as water supply and sewerage (...).

Revision of the "Basic Policy concerning the Promotion of Contracts considering Reduction of Emissions of Greenhouse Gases and Others by the State and Other Entities" under the "Act on Promotion of Contracts of the State and Other Entities, which Show Consideration for Reduction of Emissions of Greenhouse Gases, etc.": The original Basic Policy was adopted by the cabinet decision in December 2007, based on the Act which went into effect in November 2007. In February 2022, the revision of the Basic Policy for addition of the basic matters concerning contracts related to building operation maintenance was adopted by the cabinet decision.

"Basic Policy on Promoting Green Procurement" (hereinafter referred as "Basic Policy") was adopted at a cabinet meeting in February 2001 based on the "Act on Promotion of Procurement of Eco-Friendly Goods and Services by the State and Other Entities" which went into effect in January 2001. On 25th February 2022, amendment concerning designated procurement items under the Basic Policy including addition of 3 items and revision of individual evaluation criteria for 59 items, was adopted at a cabinet meeting.

Procurement which could lead to the disclosure of information incompatible with the purpose of the Treaty on the Non-Proliferation of Nuclear Weapons or with international agreements on intellectual property rights is not covered. Procurement for safety-related activities aiming at utilization and management of radioactive materials and responding to emergencies of nuclear installation is not covered. (...)

"Basic Policy for Promotion of Procurement of Eco-Friendly Goods and Services" under the "Act on Promotion of Procurement of Eco-Friendly Goods and Services by the State and Other Entities" :
On 7 February 2020, the addition of 1 item, the deletion of 2 items and the revision of the individual evaluation criteria for 37 items, common evaluation criteria of stationery were adopted by the cabinet meeting concerning designated procurement items under the Basic Policy.

"Basic Policy for Promotion of Procurement of Eco-Friendly Goods and Services" under the "Act on Promotion of Procurement of Eco-Friendly Goods and Services by the State and Other Entities":
On 19 February 2021, amendment concerning designated procurement items under the Basic Policy including addition of two items, division of one item (automobile) into six items and revision of individual evaluation criteria for 41 items, was adopted at a cabinet meeting.
