Plant Protection and Quarantine Law Language

Pursuant to Article 14 of the Constitution of the Islamic Republic of Afghanistan, this Law provides the conditions to improve plant protection, plant quarantine services and protection of the environment ; prevent the introduction of and control the spread of plant pests; facilitate trade in plants and plant products; and improve livelihoods, food security and sustainable development of the national economy, in accordance with international obligations including relevant WTO agreements.

The Law contains a total of seven chapters, comprising 41 articles, dealing with:

I. General Provision;
II. Duties and Authorities;
III. Permits;
IV. Phytosanitary Measures;
V. Containment and Eradication of Pests;
VI. The import and export of plant seeds, plants and plant products;
VII. Miscellaneous Provisions.

Plant Protection and Quarantine Law Language

Pursuant to Article 14 of the Constitution of the Islamic Republic of Afghanistan, this Law provides the conditions to improve plant protection, plant quarantine services and protection of the environment ; prevent the introduction of and control the spread of plant pests; facilitate trade in plants and plant products; and improve livelihoods, food security and sustainable development of the national economy, in accordance with international obligations including relevant WTO agreements.

The Law contains a total of seven chapters, comprising 41 articles, dealing with:

Draft had been prepared based on the following EU legislation: Council Regulation (EC) No. 834/2007 of 28 June 2007 on organic production and labelling of organic products and repealing Regulation (EEC) No. 2092/91

This law provides the basis for the sustainable development of organic production while ensuring the effective functioning of the internal market, guaranteeing fair competition, ensuring consumer confidence and protecting consumer interests.
