To comply with conservation and other fisheries control requirements from the International Whaling Commission (IWC), the International Commission for the Conservation of Atlantic Tunas (ICCAT) and the Commission for the Conservation of Southern Bluefin Tuna (CCSBT), in particular as they relate to non-members, as well as provisions of Article 66 of the United Nations Convention on the Law of the Sea (UNCLOS), regarding the principles of the anadromous stocks with reference to the state of its origin.

A person wishing to import an item published in the above mentioned list shall be subject to import approval for imports provided for in Article 4.

7. Wild animals - The METI shall designate and publish a list of items of goods for which import approval must be obtained, to comply with Article 3 of the IMPORT TRADE CONTROL ORDER. A person wishing to import an item published in the above mentioned list shall be subject to import approval for imports provided for in Article 4.
(1) Animals (excluding sperm whale, beaked whale, mink whale, sei whale, bryde's whale and fin whale) and plants included in Appendix I of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (hereinafter referred to as "CITES"), plus their parts and derivatives.

(2) Animals and plants belonging to species listed in Annex II of the CITES (except for whales and their preparations, and also except for oceanic whitetip shark, scalloped hammerhead, great hammerhead, smooth hammerhead, basking shark, white shark, porbeagle, whale shark and sea horse), plus their parts and derivatives (for plants, only those parts and derivatives specified in Annex II).

(3) Animals and plants belonging to species listed in Annex III of the CITES, plus their parts and derivatives.

3.3. This licensing system covers all specimens listed in Appendices I, II and III of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). For imports of animals and plants specified in the CITES Appendices I, II and III, CITES certificates or relevant export licenses issued by exporting countries or territories are required. On the other hand, for specimens of species listed in CITES Appendix III imported directly from countries other than the listing countries, certificates of origin issued by exporting countries or territories could be accepted in lieu.

3.3. This licensing system covers all specimens listed in Appendices I, II and III of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). For imports of animals and plants specified in the CITES Appendices I, II and III, CITES certificates or relevant export licenses issued by exporting countries or territories are required. Licenses for the transboundary movement of waste (import, export and transit) are issued in accordance with the Law on waste management (OG MNE, No. 64/11, 39/16) and Basel Convention on the Control of Transboundary movements of hazardous waste and their disposal (OG FRY International agreements, No. 2/99). The import of hazardous waste is forbidden. The import of non hazardous waste to remove and use as fuel or other means to generate energy is forbidden as well.

Licenses for the transboundary movement of waste (import, export and transit) are issued in accordance with the Law on waste management (OG MNE, No. 64/11, 39/16) and Basel Convention on the Control of Transboundary movements of hazardous waste and their disposal (OG FRY International agreements, No. 2/99). The import of hazardous waste is forbidden. The import of non hazardous waste to remove and use as fuel or other means to generate energy is forbidden as well.

Permits for import of species and their products and derivates are issued in accordance with the Law on nature protection (OG MNE, No. 054/16) and the CITES Convention. By means of succession, on 3 June 2007, Montenegro ratified the CITES Convention. Montenegro operates under Articles 1 to 25 of the CITES Convention and it is in compliance with the CITES provisions.
