2. Description of the revision of the Basic Policy: The original Basic Policy was adopted by the cabinet decision in February 2001 based on the Act which went into effect in January 2001. In February 2018, concerning designated procurement items under the Basic Policy, the addition of 3 items, the deletion of 2 items and the revision of the evaluation criteria for 55 items were adopted by the cabinet decision.

The 26 cantons operate under an inter-cantonal law called Inter-cantonal Agreement on government procurement. Their statistics on procurement are collected and coordinated by the Swiss Conference of the cantonal directors for public works, land management and environmental protection (BPUK) which is the inter-cantonal authority in charge of government procurement. The BPUK transmits the individual statistics of each canton to SECO for submission to the WTO. The data reported is based on the full value of awarded contracts, including original and amended contracts, by all sub-central contracting entities covered by the Agreement, following article XIX, paragraphs 5a, 5b and 5c GPA 1994.

The 26 cantons operate under an inter-cantonal law called Inter-cantonal Agreement on government procurement.
