The objective of this Draft, in accordance with the general principles laid down in the food safety law, is to: provide the basis for ensuring a high level of protection of human life and health, animal health and welfare, environment and consumer interests in relation to genetically modified food and feed, whilst ensuring the effective functioning of the internal market; lay down procedures for the authorisation and supervision of genetically modified food and feed; lay down provisions for the labelling of genetically modified food and feed.

The main object of this Bill is to regulate, control and monitor the importation and use of pesticides in or on certain fresh fruits, plants, seeds or vegetables with a view to, inter alia, minimizing risks to human health and the environment.

The CTO Direction 20170039 manages the biosecurity risk of containerized cargo and containers arriving to New Zealand from Italy during the brown marmorated stink bug (BMSB) aggregating season. Under the CTO Direction 20170039 all sea containers from Italy, excluding those containing vehicles, machinery and equipment, must be treated for BMSB, either offshore or at the port in New Zealand within 48 hours. Vehicles, machinery and equipment are excluded because these commodities must already be treated offshore.

The amended IHS clarifies import requirements and will facilitate future trade. The IHS enables the import of NZ animal products that have been further processed overseas. Importation is under strict food safety and biosecurity measures. There are currently five requests - Australia, Fiji, Singapore, Chinese Taipei and Thailand to trade the commodity. One of which requires agreement under this amended IHS in the next two months.

The import health standard contains specific import requirements. These are the rules to manage the biosecurity risk associated with regulated pests that may be imported into New Zealand in association with Actinidia plants for planting.

The document contains generic import requirements for Biosecurity import requirements for live equids. These are the rules to manage the biosecurity risk of importing equids from all countries that can meet the requirements of the IHS and in doing so meet New Zealand's appropriate level of protection. The generic IHS serves as the basis for country-to-country (bilateral) negotiations. This guidance document (GD) contains a model veterinary certificate and the bilaterally-agreed veterinary certification for trade in equids. Each country-specific veterinary certificate represents what will be certified prior to exporting consignments of equids from the country specified.

The notified manual contains the implementing regulations for Andean Community Commission Decision No. 804 and establishes requirements concerning the registration of chemical pesticides for agricultural use in member countries of the Andean Community. It covers agronomic, health and environmental aspects that must be taken into account by registration applicants.

The notified regulation establishes the permissible limits for quality parameters for waste water and waste water sludge prior to final disposal as well as technical mechanisms and procedures for their management, and it contributes to the recovery, protection and sustainable use of water resources.
