The standard is intended for use by first responders during the initial phase of a transportation incident involving dangerous goods/ hazardous materials. It provides guidance to drivers, emergency services and others dealing with emergencies involving the transport of corrosives.

The Ministry of Environment designates and announces the existing substances that cause or may cause any harm to humans and animals due to their carcinogenic, mutagenic and repro- toxic properties. Person who intends to manufacture or import the above designated existing substances over one ton per year should register it by 31 December 2021.

The Ministry of Environment designates and announces chemical substances that have any of the following hazards as "priority substance".

a) Chemical substances that cause or may cause any harm to humans or animals due to their carcinogenic, mutagenic and repro- toxic properties.

b) Chemical substances that cause or may cause endocrine disorders.

c) Chemical substances that are highly bio -accumulative in humans or animals, and long-persistent in the environment.

d) Chemical substances that may cause harm to human organs such as lung, liver and kidney when being exposed.

e) Chemical substances that may cause harm equivalent to the abovementioned or may cause more severe damage.

The Ministry of Environment designates and announces the new chemical substances (e.g. cationic polymer compound) that are polymer compounds not consisting of new substances exempted from hazard review. These designated and announced new substances should be notified to the Minister of Environment.

Draft partial amendment of the Enforcement Decree of the Act on Registration and Evaluation, etc. of Chemical Substances regarding: (1) Application for Informing Change(s) regarding Registration Exemption Confirmation, etc. (2) Entrustment of Works regarding Permission to Use Hazard Data

Designation of Consumer Chemical Products subject to Safety Check, and Relevant Safety and Labeling Standards. Major Contents:

- This is the administrative rules to enforce the Act on Consumer Chemical Products and Biocides Safety from 1 January 2019 as the Act was enacted in March 2018.

- Provisions about existing risk-concerned products under the Act on Registration and Evaluation, etc. of Chemical Substances, including 23 product types (e.g. detergent), are transferred to the Act on Consumer Chemical Products and Biocides Safety, and these products are managed as consumer chemical products subject to safety check.

- Designated consumer chemical products subject to safety check should comply with their own safety and labeling standards that are similar with the current standards.

New Law on "Approval Criteria of Active Substance and Biocidal Product". Major Contents:

- The Ministry of Environment announces the approval criteria of active substance and biocidal product in accordance with Article 12(2) and Article 20(2) of the Act on Consumer Chemical Products and Biocides Safety (Law No. 15511, which come into effect on 1 January 2019)

- This ME Public Notice provides scientific decision-making criteria to approve active substance or biocidal product by defining specific criteria about adverse impacts on human health and the environment , effect and efficacy, etc. With this criteria, approval applicant can predict whether his/her application is accepted or not.

- These criteria are to decide approval of active substance or biocidal product depending on hazard classification and risk of human health hazard (e.g. CMRs) and environmental hazard (e.g. PBT)

New Law on the "Scope and Preparation of Dossier for Active Substance and Biocidal Product Approval". Major Contents:

- The Ministry of Environment announces the scope of data that should be submitted for approval (e.g. hazard and risk to human health, animals and the environment ) and the way how to prepare approval dossier in accordance with Article 13 and Article 21 of the Act on Consumer Chemical Products and Biocides Safety (Law No. 15511, which come into effect on January 1, 2019)

- This ME Public Notice states specific scope of data that should be submitted when applying for approval of active substance and biocidal product (e.g. concrete test items, conditions that test exemption is provided, conditions that data should be submitted) as well as how to prepare each items in dossier, data requirements, forms, etc.
